Description
The Health Systems Team Lead/Sr. Health Systems Advisor will serve as the lead technical health systems expert for USAID/Mali. S/he will provide strategic direction, technical guidance, and leadership on issues related to health systems strengthening (HSS). S/he will advise USAID/Mali on all aspects of governance and HSS to support sustainable programs in maternal, neonatal, and child health (MNCH), family planning/reproductive health (FP/RH), malaria, nutrition, water, sanitation, and hygiene (WASH), and pandemic preparedness. The incumbent will represent USAID with the highest levels of government and development partners, and will directly engage with senior Washington technical leadership. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION In order to be considered for the position, a candidate must meet the Minimum Qualifications. Applications will be pre-screened and only those that meet the Minimum Qualifications will be considered. These are the minimum qualifications necessary to be considered for the position: ● Master's degree in a relevant discipline such as health systems management, economics/business, public health, health economics, or other field related to international development and/or public health. ● Minimum of seven (7) years of progressively responsible experience working for a U.S. Government agency and/or a development organization, at least five (5) of which were spent in a developing country context supporting health systems-related programs. ● Experience with successfully directing and supervising large international health programs and systems strengthening activities, as well as demonstrated experience in catalyzing systems change, performance and/or achieving sustainability. ● Expertise in health governance and financing and at least one of the other World Health Organization's Systems Strengthening building blocks. ● Experience with working closely with high-level host government officials and leaders in the private sector, civil society, and multilateral organizations. ● Demonstrated experience in advocating for systems strengthening approaches to diverse groups of stakeholders. ● Demonstrated ability to lead, mentor and coach diverse teams in developing country settings. ● Demonstrated ability to manage administrative responsibilities (e.g. complying with procedural requirements and reporting on activities). ● Level IV English ability and Level III French ability is required. The incumbent must possess a high degree of professional proficiency in both written and spoken English and French. ● U.S. citizenship (offshore or resident) or Third Country Nationals.
