- Notice of Intent to Sole Source In Accordance with Federal Acquisition Regulation (FAR) 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 -Synopses of Proposed Contract Actions. US Army Corps of Engineers - Omaha District, intends to issue a Firm-Fixed Price contract to HB&A, 102 E. Moreno Avenue, Colorado Springs, CO on a Sole Source basis. As the Design of Record, the Contractor shall provide all services in preparation of design/ construction documents, preparation of Design/Build Requests for Proposals (RFPs), concept designs, schematic designs, facility space planning, and various construction phase services for both Military and Civil Works projects. Description of Work- The Omaha District must complete Designs/Specification for Renovation of Cadet Field House, Phase 2/3, USAFA, CO to bring current all codes, standards, and requirements necessary to meet construction standards. Authority- The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR), Part 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" No other sources have been determined to be capable of conducting this work to provide the essential quality to address the project objectives. There have not been any alternate services determined to be used or obtained competitively. It is the best value to the government to procure this work via sole source contract with Kenneth Hahn Architects, as it is the most cost-effective option to accomplish this work, while maximizing continuity, quality, and minimize duplicate design efforts. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 541330, "Engineering Services". The size standard as defined by the U.S. Small Business Administration is $15.0M. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
