Description
It is the Government's intent to perform market research in support of the Technology Refresh Mission Computer (TRMC) system for the UH-1Y and AH-1Z aircraft. The purpose of this sources sought is to identify candidates that meet the Government's requirements as reflected in this announcement. Candidates should submit a capabilities statement package as set forth below. THE PURPOSE OF THIS REQUEST FOR INFORMATION IS FOR PLANNING PURPOSES ONLY. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT FOR ANY PURPOSE OTHER THAN MARKET RESEARCH. FURTHER, THE GOVERNMENT IS NOT SEEKING PROPOSALS AT THIS TIME AND WILL NOT ACCEPT UNSOLICITED PROPOSALS. THE GOVERNMENT IS IN NO WAY LIABLE TO PAY FOR OR REIMBURSE ANY COMPANIES OR ENTITIES THAT RESPOND TO THIS ANNOUNCEMENT. NO CONTRACT SHALL BE AWARDED BASED ON RESPONSES TO THIS MARKET RESEARCH. The Government requires a single source capable of performing Non-Recurring Engineering (NRE) required to integrate the following into the TRMC system currently fielded on the UH-1Y and AH-1Z aircraft: Future H-1 capabilities to include: • Aircraft integration of multiple high-definition video sources; • Aircrew management of multiple high-definition video channels; • Recording, playback, storage, combining, and still capture of high-definition video; • Display of multiple high-definition video sources at the same time, e.g. Picture in Picture; • Integration of remote weapon system sensor control and targeting; and • Assured navigation in a GPS-degraded or -denied environment. Meet the near-term future policy/operational mandates including: • ADS-B Out • EGI-M • Cyber Security Meet regression testing requirements in compliance with the following standards: • MIL-C-38999J • MIL-I-8500D • MIL-STD-454N • MIL-STD-461D • MIL-STD-464 • MIL-STD-704D • MIL-STD-810E • MIL-STD-1472F • MIL-STD-462D • MIL-STD-202, Method 301 • MIL-STD-882 • MIL-STD-130L • MIL-STD-1553 • MIL-STD-1760 • MIL-HDBK-454A • ANSI/ASQC9001-1994 • ARINC 429 • RTCA/DO-160D Upgrade and operational check out of up to 45 Low Rate Initial Production (LRIP) TRMCs, P/N 6B01396-0004 to the current P/N 6B03374-002 configuration, to include hardware upgrades and software loads. In addition the Government requires non-developmental Engineering support for the TRMC system currently fielded on the UH-1Y and AH-1Z aircraft to: • Provide engineering support capable of managing the loss, or impending loss of manufacturers or suppliers of parts and material including predictions, tracking, mitigation and documentation of obsolete or near obsolete items; • Perform non-developmental engineering to support Engineering Change Proposals to the TRMC; • Perform engineering support necessary to update logistics and technical manuals; and • Perform engineering support necessary to update and maintain TRMC ATP and EEU test stations. Interested companies should submit a brief capabilities statement package, not to exceed 5 pages, demonstrating ability to provide the requirements listed in this RFI. The capabilities statement package should include: 1. Company information, including name, address, and URL; 2. Classification of the company as either a manufacturer or a distributor; 3. A point of contact for follow-up information (phone number and email address); 4. Methodologies of addressing obsolescence and any product risks. All information received will be treated as public knowledge; therefore, vendors should not submit proprietary information in response to this RFI. Interested companies should indicate whether or not they are a small, small disadvantaged, 8(a), or large business. Classified material SHALL NOT be submitted. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. It is the potential offeror's responsibility to monitor these sites for the release of any follow-on information. This request for information is for market research only.
