- The Defense health Agency (DHA) Contracting Operations Division (J4); CO-NCR is issuing this Requests for Information (RFI) to receive in writing the responses of commercial sources; regarding their capabilities; potential subcontractors; pick-up/delivery capabilities; and, commercial market conditions in the National Capital Region (NCR), to meet the Bulk Hospital Laundry Services'; requirement of the Walter Reed National Military Medical Centers' (WRNMMC), Department of Logistics - Linen Management Division. The scale and scope of this requirement is as discussed below. This RFI is being used to gather information to help make decisions on future steps of CO NCR, in meeting this requirement. Information describing this requirement is subject to change and is not binding on the Government. The requirement is for bulk hospital laundry pickup; cleaning; sanitizing; packaging and return to WRNMMC of the Government's hospital/clinic linen; IAW the stringent requirements set forth in a Performance Work Statement (PWS); which includes and generally conforms to the standards of the Joint Commission (of the American Hospital Association); and, The North American Industry Classification System (NAICS) Code: 812332 - Industrial Launderers (serving hospitals/medical clinics that own and provide themselves, their inventory of hospital/clinic linen). This requirement specifically rejects the use or concept of Linen Rental. The scale of the work required is: (approximately 250,000 lbs. net bulk laundry cleaned per month; approximately 8,000 - 9,000 lbs. net bulk hospital laundry cleaned per day). The Government's required schedule for this work is: the daily pick-up of soiled bulk laundry, concomitant with the return delivery (the next day following) of the entire inventory, of the bulk hospital laundry picked-up (the previous day); cleaned, sanitized, packaged and bundled. The pick-up/delivery window is: restricted to: daily, (one (1) hour, from 01:00 - 02:00, only), at the WRNMMC loading dock. The WRNMMC is located on a restricted-access US Government military reservation, in Bethesda, Maryland. Should a procurement action be initiated it will be conducted in accordance with FAR 12.603 under streamlined solicitation procedures for Commercial Items. The U.S. Small Business Administration (SBA) size standard for NAICS Code: 812332 - Industrial Launderers, is $38.5 million. All responsible sources may submit a response to this RFI. A determination by the Government to not compete this requirement will be based on responses to this notice and this decision will be solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether, to conduct a competitive procurement. A solicitation will not be published. All interested firms may identify their interest regarding this RFI, by responding in writing to the Government's point of contact. All responses to the RFI must be received by no later than 10:00 EDT, 25 June 2018. Telephone or facsimile inquiries are not acceptable in response to this RFI.
