- In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order, on a sole source basis, to dSPACE for the purchase software maintenance and an upgrade to its current computational hardware of SCALEXIO. dSPACE ™s SCALEXIO, is currently being used in Hybrid Performance Project (Hyper) supporting the Research and Innovation Center (RIC), as this renewal and upgrade is necessary to accommodate additional research planned for the Hyper facility. Currently, the Hyper project has models and control systems that depend on integration with the dSPACE platform. Moving to another platform, as opposed to the proposed upgrade of the current platform, would require the reconfiguration of real-time models and control algorithms developed over the last decade for the cyber-physical applications used in the Hyper project facility. Additionally, the Controller Area Network (CAN bus) used for communication with the MicroNET and Labview PXI control platforms would have to be replaced. Delays in switching to a different system will jeopardize the ongoing research effort in time and cost. This is considered a sole source to dSPACE because, to the best of the NETL ™s knowledge and based on market research conducted, dSPACE is the only known source that can provide this type of service. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:30 PM ET on July 5, 2018. Responses must be submitted in writing to the purchasing agent, Cynthia Panasiewicz, via email at Cynthia.Panasiewicz@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
