- The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 8) intends to solicit quotes from qualified vendors for Hospital Bed Maintenance and Repair, Bed and Mattress Rental to include preventative maintenance, emergency maintenance, rentals, delivery, set-up, adjustment, equipment servicing and recovery of equipment at the James A. Haley Veterans Hospital, Tampa, Florida. Services shall include providing equipment, services, labor, supervision, patient education, safety management, infection control standards. Emergency repair and emergency rentals shall be available 24 hours a day, seven (7) days a week, including holidays. Contractor must be an authorized service agent for major hospital bed manufacturers and provide such documentation for all brands in-use at JHVAMC. Contractor shall have applicable expertise in government acquisition and program management disciplines. Contractor must have adequate personnel staffing and warehouse capabilities required to properly maintain equipment and render services throughout the service areas noted above in accordance with all terms and conditions for the duration of the performance period. Contractor will be responsible for coordinating, supervising, monitoring, and evaluating the service provided and shall assure that contracted services are performed per the terms of the contract. Companies will also be responsible to assure their personnel meet the requirements of the contract and are competent to do the jobs assigned to them. Government monitoring will focus on timeliness of equipment delivery; timeliness of repairs or maintenance; accuracy of required documentation submitted, and adherence to Joint Commission standards. Site Visits: A ONE-TIME organized pre-quote site visit will be held and the date and time will be announced in the solicitation when it is posted to FBO. The NAICS Code 339113, Surgical Appliance and Supplies Manufacturing, size standard is 750 employees A single award will be made and will include a Base Year with four (4) Option Years periods to begins on or around October 01, 2018. This is a Service-Disabled, Veteran Owned, Small Business (SDVOSB) set-aside with tiered evaluation for Small business concern. Prospective Contractors are cautioned that quotes submitted in response to the solicitation must meet the criteria identified by 38CFR, Part 74. The SDVOSB concern agrees that in the performance of the contract, the concern will comply with the limitation on subcontracting requirements in 13 CFR §125.6. Any person, persons, or business entity suspected of misrepresenting itself for the purpose of securing a Government contract may be criminally investigated and prosecuted for fraud against the United States of America. Parties found misrepresenting their status also risk debarment from further Government contracts. For a Service-Disabled Veteran Owned Small Business (SDVOSB) to be considered as a prospective contractor, the firm must be verified and registered in the Department of Veteran Affairs (VA) Office of Small & Disadvantaged Business Utilization (OSDBU) Vendor Information Pages (VIP), VETBIZ (www.vip.vetbiz.gov), and registered in the System for Award Management (SAM) database (www.sam.gov) at time of award of their qualifications. Failure of a prospective SDVOSB to be verified by the Center for Veterans Enterprise (CVE) at the time of submission shall result in elimination from consideration. All Joint Ventures must be CVE verified at time of submission and submit agreements that comply with 13CFR 125.15 prior to contract award. Submission Criteria/Requirements: A Request for Quote (RFQ) solicitation will be posted to the Federal Business Opportunities (FBO) website at www.fbo.gov, on or about July 6, 2018. The issue date is an estimation of the date on which the solicitation will be available; however, the solicitation may be posted before or after this projected date. All solicitation packages and amendments must be accessed on-line also at www.fbo.gov. All amendments issued to the solicitation will also be available at this website and will not be mailed. Offerors are advised that they are responsible for obtaining amendments.
