Appendix C - ROSA Prototype Appendix B - Foreign National Visits & Assignments (FNVA) Questionnaire Announcement for ROSA Industry Day ANNOUNCEMENT INDUSTRY DAY FOR THE RADIATION PROTAL MONITOR (RPM) OPEN SYSTEM ARCHITECTURE (ROSA) THIS SPECIAL NOTICE IS FOR INFORMATION ONLY. This Notice is issued solely for information purposes only; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP or Broad Agency Announcement (BAA). Nothing in this Request for Information (RFI) shall be interpreted as a commitment on the part of DHS to enter into a contract with any respondent or to make any procurement. At this time DHS is not seeking proposals. Respondents are advised that DHS will not pay any costs incurred to in response to this RFI. All costs associated with responding to this RFI, or in support of the activities associated with this RFI, will be solely at the interested party's expense. 1 Introduction The purpose of this notice is to announce an Industry Day relative to the procurement of a modular, open architecture Radiation Portal Monitor (RPM) and to invite vendors to participate in an upcoming Industry Day on 1-2 Aug, 2018; Aug 3, 2018 (if needed). The Department of Homeland Security's (DHS) office of Countering Weapons of Mass Destruction (CWMD) is considering releasing a solicitation for procurement of the next generation of RPM systems based on a modular, open architecture design. In anticipation of that possible solicitation release, this announcement provides instructions for registering for the upcoming ROSA Industry Day as well as a description of the ROSA prototype developed by the Government. The Industry Day will provide: (1) an overview of the ROSA Program; (2) a description and technical discussion of the ROSA Architecture; (3) an explanation of the Government-developed ROSA Prototype; and (4) a projection of ROSA operational, functional and technical requirements. Additionally, the Industry Day includes the opportunity for individual vendors to have a one-on-one discussion with the Government regarding the ROSA Program which they feel may involve company propriety or sensitive information and during Industry Day sign-in, interested vendors can chose from available one-on-one sessions. 2 Background The mission of the DHS's office of CWMD is to counter attempts by terrorists and other threat actors to carry out an attack against the United States or its interests using a weapon of mass destruction. The RPM is one of the technologies used to achieve this mission. RPMs are used extensively at U.S. Sea and land Ports Of Entry (POE) by U.S. CBP to scan cargo and conveyances and prevent the smuggling of radiological/nuclear threats or threat materials into the U.S., while facilitating the flow of legitimate trade and commerce. The ROSA is a CWMD program with the goal of procuring a modular, open architecture RPM in two configurations: 1) Modular, open architecture ROSA System (e.g., neutron detector, shroud, and National Electrical Manufacturers Association (NEMA) box) with all the associated hardware components; and 2) Modular, open architecture ROSA Kits (e.g., gamma detector module, control module, and analysis module) that will be used to refresh the current RPM fleet 3 Current Status The Government has (1) modularized the RPM; (2) developed the necessary Government-controlled interface specification and (3) and fabricated a full-scale, modular open architecture RPM functional prototype to validate the approach. The ROSA system is comprised of the modules described in Figure 1. Appendix C is a description of the prototype developed by the Government and is provided for information. • Radiation Detection module: (Gamma and Neutron) o The physical enclosure that houses the sensor materials • Analysis module (signal-processing algorithm & alarm functions) o Hosts up to three signal-processing algorithms that process the gamma and neutron signals and determine if the conveyance poses a threat and requires further inspection • Control module (synchronizes everything) o Coordinates all ROSA functionality • Vehicle Presence module • Interface to off-system command & control and data users o Interconnections - Hardware (Ethernet, wired or wireless) & Software (Message-based data interface) 4 ROSA Industry Day Location & Schedule The ROSA Industry Day will be a three-day event in Richland, WA at the Pacific Northwest National Laboratory (PNNL). 4.1 Who Should Attend the ROSA Industry Day? The ROSA Industry Day will include a description of the overall ROSA Program to include upcoming contractual milestones and the anticipated role of module suppliers. The ROSA Industry Day is also structured to include technical discussions related to the Government approach to a modular, open architecture RPM. Given this overview, the Government envisions that potential vendors with expertise in the following areas would benefit if they chose to send business development as well as individuals with technical acumen to the ROSA Industry Day: • Computer Systems development & integration (i.e., Control Module and Analysis Module) • Gamma Detection suppliers (i.e., Gamma Detection Module) • Neutron Detection suppliers (i.e., Neutron Detection Module) • Signal-Processing Algorithms developers (i.e., threat algorithm) 5 Registration Instructions To register for the Industry Day, use the form provided in RFI Announcement ROSA Industry Day, Appendix A.
