- Page 1 of 3 SOLICITATION NOTICE Project Number: 550-17-102 Specification Number: 36C25218B1032 Description: Correct Boiler Safety Deficiencies VA Illiana Healthcare System (VAIHCS), Danville, IL seeks a Contractor to provide all Labor, Materials, Equipment, Management, Supervision, and all other resources necessary to construct per Project 550-17-102 plans and specifications. The scope of the project is to Correct Deficiencies in Boiler Plants in buildings 211, 212, 214 and 216. A pre-bid inspection will be conducted to allow bidders to inspect existing conditions and bring questions to the attention of VA prior to bid submission. The Contractor shall perform to the standards of the awarded contract as outlined in the Statement of Work, plans and specifications as well as all applicable Local, State and Federal laws and regulations. The anticipated contract Period of Performance shall be for one hundred twenty-six (126) calendar days after receiving the Notice to Proceed. The North American Industry Classification Code (NAICS) for the procurement shall be 238220; The Small Business Administration (SBA) size determination for the procurement is $15 million; The Construction Magnitude for the procurement is between $500,000 and $1,000,000. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, pursuant to 38 USC 8127(d), this procurement is 100% Set-Aside for Service-Disabled Veteran-Owned Small-Business, (SDVOSB) firms. The SDVOSB must be verified in http://www.vip.vetbiz.gov, to be eligible to submit a bid under this acquisition. Firms must also have current registrations with the System for Award Management (SAM) at www.sam.gov and Vets 100 at http://www.dol.gov/vets/vets-100.html to be eligible for award. SUBMITTAL OF OFFERS: Electronic submission of proposal is not permitted; Proposal must be mailed or hand delivered to the address and addressee identified, by the due date and time outlined in the solicitation. All offers must be submitted to the attention of the Contracting Officer identified No Later Than the date/time specified. Offers for providing the services will be received at: (Contracting Officer (36C252/90C), Department of Veterans Affairs, Great Lakes Acquisition Center (NCO 12), Southern Tier Construction Team, Capt. James A. Lovell Federal Health Care Center, 3001 Green Bay Rd., Bldg. 1, Rm 329, North Chicago, IL 60064-3048 until the date and time specified. NO FAX/ FACSIMILE SUBMITTED BIDS WILL BE ACCEPTED. All transmittal envelopes or other packaging shall be clearly marked with the solicitation number, offeror s company name and return address. All offers shall be subject to all terms and conditions of this solicitation. ONLY ONE CONTRACT WILL BE AWARDED IN RESPONE TO THIS SOLICITATION. It is desirable that Offerors complete their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses who respond to a solicitation must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov.
