Description
1. General. This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. 2. Notice Details. The U.S. Army Corps of Engineers (USACE), Portland District (CENWP) has been tasked to identify interest in an Architect-Engineer (A-E) Single Award Task Order Contract (SATOC) for A-E services in support of the Portland Veteran's Affairs Medical Center (VAMC). Responses to this Sources Sought announcement will be used by the Government to determine the appropriate level of small business participation and to develop the acquisition strategy decision. This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of the small business members of the industry, to include: Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Service-Disabled Veteran-Owned Small business (SDVOSB). All interested parties are highly encouraged to respond. The North American Industrial Classification Code (NAICS) for this requirement is: 541330, "Engineering Services". The related size standard is: $15M. Key date summary (dates/requirements described below): • Request to receive teleconference information - Friday, 6 July 2018 at 1:00pm PDT • Teleconference takes place - Friday, 13 July 2018 at 10:00am PDT • Formal Sources Sought Response Due - Monday, 23 July 2018 at 2:00 pm PDT 3. Project Scope. CENWP intends to acquire A-E Services for the Portland VAMC project to provide A-E capabilities in support of the Department of Veterans Affairs (DVA) mission. These A-E services may provide full medical facility design; medical facility alternatives planning; medical facility design­build Request for Proposal development; medical facility planning; engineering studies and criteria development; technical review assistance; construction phase services support; and commissioning support. Preliminary planning is currently being performed to collect requisite information and better identify the requirements and details of these projects. The following information is tentative and meant to provide interested firms with an idea of the general nature of the anticipated work. The Government reserves the right to update this information as project planning documentation is published and updated. The information below represents the most current information available and will be superseded upon the publication of the preliminary planning information which will be provided by the Government in the subsequent synopsis and request for SF 330s: Anticipated SATOC Capacity: $130,000,000 Anticipated SATOC Schedule: CENWP intends to award the SATOC for a base period of five (5) years, with one (1) five (5) year option period, for a total contract period of ten (10) years. Estimated Construction Cost (ECC): The current ECC is over $500,000,000. Ref. DFARS 236.204 Disclosure of Magnitude. Anticipated Construction Strategy: It is expected that there may be a variety of delivery methods employed for each facility involved in the Portland VAMC project (Ex. Design-Build, Design-Bid-Build, etc.). The Anticipated SATOC capacity includes pre-design services, design services and construction phase services. However, the full capacity may not be required to complete the project. Project Details: The following information represents the various project objectives as they are currently known. a. Seismic upgrade of three main hospital buildings (638,843 GSF, 130,850 GSF, and 108,000 GSF) and two Sky Bridges, to include the repair/replacement of the exterior façade of two of those buildings. b. Renovation of 769,927 DGSF (Departmental Gross Square Feet) in the two main hospital buildings as necessary. c. Construction of a new 248,000 DGSF/335,000 BGSF (Building Gross Square Feet) Specialty Care Building. d. Construction of a new 600-space attached parking garage. e. Upgrade of utility/energy plant as necessary to support new construction. f. Demolition of three buildings (Total of 30,955 GSF). g. Solar PV and Solar Hot Water Systems are included these projects, as applicable. 4. Communications with Industry. CENWP has scheduled a teleconference for interested parties where additional project information may be provided and limited questions may be addressed. The teleconference is scheduled to start on Friday, 13 July 2018 at 10:00am Pacific Daylight time and will end at approximately noon. Please note, all information to be discussed is subject to change as additional project details become available. To receive the teleconference information and any exhibits to be presented, interest parties shall contact Mitchell Johnson via email at Mitchell.J.Johnson@usace.army.mil no later than Friday, 6 July 2018 at 1:00pm Pacific Daylight time. The email must include: SUBJECT: "Portland VAMC A-E SATOC Sources Sought - Teleconference Info Request" CONTENT: Firm name and CAGE code, names of parties calling in, anticipated number of dial-ins, and any questions, recommendations, or concerns the firm has which may influence the acquisition strategy. 5. Submission Instructions. Formal responses to this Sources Sought notice must be submitted electronically (via email) with SUBJECT: Sources Sought - Portland VAMC A-E SATOC. Please email to Mitchell Johnson, Contracting Officer, at Mitchell.J.Johnson@usace.army.mil before 2:00 pm Pacific Daylight time Monday, 23 July 2018. Interested parties' responses to this Sources Sought shall be limited to five (5) pages and shall include the following information: a. Firm's name, address, point of contact, phone number, e-mail address, CAGE and DUNS number. b. Firm's business category and size: Large Business (include summary of small business participation metrics), Small Business, Small Disadvantaged, 8(a) firm, Historically underutilized Business Zones (HUBZone), Economically Disadvantaged Women-Owned Small Business (EDWOSB), and Service-Disabled Veteran-Owned Small business (SDVOSB). c. Provide a brief explanation of the prime firm's capabilities and functions to be self-performed as it pertains to the proposed work outlined in the Project Scope. d. Project Examples: • Provide a maximum of two A-E project examples, similar in size, scope and complexity to the work described in paragraph 3 of this notice, with a brief description of each project, customer name, timeliness of performance, contract number, customer satisfaction, and the final project dollar value. or • To the extent a firm does not have the ability to perform the entire scope of the Project as outlined in the Project Scope, include up to two relevant A-E project examples demonstrating those portions of the requirement in which your firm is capable of fulfilling. Include a brief description of each project, customer name, timeliness of performance, contract number, customer satisfaction, and the final project dollar value. The Government may verify information in CPARS or PPIRS. 6. Disclaimer and Important Notes. a. This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's capabilities to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a formal synopsis, requesting SF 330s may be published on Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a formal synopsis. b. All interested firms must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the source selection process to be eligible for award of a Government contract. c. Organizational Conflict of Interest: • Portland VAMC requirements are currently being developed under VA contract 36C10F18R0471, "Project Book Data Collection, Coordination and Presentation Services." In accordance with FAR Subpart 9.5, Organizational and Consultant Conflicts of Interest, CENWP anticipates that firms performing services under 36C10F18R0471, to include subcontractors, will be precluded from participating in the A-E SATOC for services in support of the Portland VAMC. • CENWP also intends to synopsize a requirement for an A-E Technical Services contract (ref. W9127N19R0010) in support of the Portland VAMC. The full scope of the A-E Technical Services contract has not yet been defined, but will require the contractor to assist the Government with the review of contractor deliverables produced under the "Portland VAMC A-E SATOC." Per FAR Subpart 9.5, Organizational and Consultant Conflicts of Interest, CENWP anticipates that an organizational Conflict of Interest will exist for the firm awarded either contract, in relation to the other. CENWP intends to award the A-E Technical Services contract prior to award of the "Portland VAMC A-E SATOC." Should a firm be awarded the A-E Technical Services contract, they will be restricted from participation, whether as a prime or subcontractor, on the "Portland VAMC A-E SATOC."
