The purpose of amendment 3 is to: 1. Answer questions posed by vendors 2. Remove provision 52.211-6, Brand Name or Equal due to no specific brand being identified. 3. Extend the quote submission due date. The following are questions with answers: Question: 4.2.3 calls for a measurement from the centerline of pump to the discharge flange face. Do we have any flexibility in that dimension? Answer: We will be able to accomodate a minimum 9.75 inch to maximum 14 inch for section 4.2.3 Question: 4.3.2.1 You have a request for a minimum head of 36'. Do you plan to run the pump on a VFD to achieve the low head requirement? Answer: We will not be running the motor on a variable frequency drive (VFD). The quote submission due date is hereby extended to July 6, 2018 at 5:00 PM Pacific Standard Time. In addition, in accordance with FAR 52.219-6(d), businesses must provide products from itself, a small business or products from a small business manufacturer. ******************************************************************* The purpose of amendment 2 is to extend to due date to 6/22/2018 to allow for time to answer vendor questions. Amendment 3 will be forthcoming. ****************************************************************** The purpose of amendment 1 is to answer a question posed by a contractor. Question: In Section 2.1: The solicitation mentions that we need to supply controls with the pumps, but there don't seem to be any details about what your requirements are for controls. Do you have that information available? Answer: No controls are needed. This should not have been in the specification. We will use our existing soft start 460 VAC controls to power these motors. The due date for quote submittal remains the same. ****************************************************************** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 40379369TLM is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-97. This is a total Small Business set-aside under NAICS 333996 with an associated small business size standard of 1,250 employees. The Bureau of Reclamation intends to award a Firm Fixed Price Purchase Order for the acquisition of the following: CLIN 0010 Vertical Turbine Pumps, per attached Specifications, 2 each, at $_______ for a total of $________. PROVISIONS AND CLAUSES: 52.252-1 Solicitation Provisions Incorporated by Reference - (Feb 1998) This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. (End of Provision) Addendum to 52.212-1: WBR 1452.225-82 Notice of World Trade Organization Government Procurement Agreement Evaluations--Bureau of Reclamation - (May 2005) In accordance with the Agreement on Government Procurement, as amended by the Uruguay Round Agreements Act (Pub. L. 103-465), and other trade agreements, FAR Subpart 25.4, World Trade Organization Government Procurement Agreement, applies to Bureau of Reclamation acquisitions. In order to apply trade agreements unique to Reclamation, the contracting officer will (irrespective of any other provision or clause of this solicitation) evaluate acquisitions at or above the dollar thresholds listed in FAR 25.402(b) without regard to the restrictions of the Buy American Act. ADDENDUM TO 52.212-1 1452.215-71 Use and Disclosure of Proposal Information--Department of the Interior - (Apr 1984) (a) Definitions. For the purposes of this provision and the Freedom of Information Act (5 U.S.C. 552), the following terms shall have the meaning set forth below: (1) 'Trade Secret' means an unpatented, secret, commercially valuable plan, appliance, formula, or process, which is used for making, preparing, compounding, treating or processing articles or materials which are trade commodities. (2) 'Confidential commercial or financial information' means any business information (other than trade secrets) which is exempt from the mandatory disclosure requirement of the Freedom of Information Act, 5 U.S.C. 552. Exemptions from mandatory disclosure which may be applicable to business information contained in proposals include exemption (4), which covers 'commercial and financial information obtained from a person and privileged or confidential,' and exemption (9), which covers 'geological and geophysical information, including maps, concerning wells.' (b) If the offeror, or its subcontractor(s), believes that the proposal contains trade secrets or confidential commercial or financial information exempt from disclosure under the Freedom of Information Act, (5 U.S.C. 552), the cover page of each copy of the proposal shall be marked with the following legend: 'The information specifically identified on pages _______ of this proposal constitutes trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act. Mest, Contract Specialist at 509-633-9327.   SPECIFICATIONS VERTICAL TURBINE PUMPS UNWATERING SYSTEM Right Power House 1.0 Background The Bureau of Reclamation (BOR) has a requirement for the purchase of two Vertical Turbine Pumps. These pumps are located in the Right Power House (RPH) and are critical to water removal from the power house. 2.0 Scope 2.1 The contractor shall provide two vertical turbine pump systems. The pump systems shall include the pumps, motors, column and shafting, discharge head, controls, and ancillary components necessary for a complete and functional system. For purposes of design, system components use Drawing No. 222-D-7643, and dimensions and performance requirements specified in section 4.2 and 4.3. Peerless model 24MA with modifications was used in the past. 3.0 Warranty 3.1 Shall be the manufactures standard warranty. 4.0 Salient Characteristics: 4.1 General: Vertical turbine water lubricated pumps shall be a single or multi stage, with motor, base, bowl assembly, column assembly, discharge head and all necessary appurtenances, from the same manufacturer with dimensions and performance requirements specified in section 4.2 and 4.3. 4.2 Dimensions: 4.2.1 Pump inlet flange 18 inch 125 # flange. 4.2.2 Distance from inlet flange to discharge centerline 33 feet 4 - 7/16 inches. 4.2.3 Distance from shaft centerline to discharge flange face - minimum 9 ¾ inches, maximum 14 inches. 4.2.4 Discharge flange size 16 inch 125 # flange. 4.2.5 Distance from discharge centerline motor base 28 feet - 9 inches 4.2.6 2 feet - 2 inches diameter concrete floor opening though which all pump components except motor must fit. 4.2.7 2 feet 1 -1/2 inches diameter floor opening through which pump and outer column casing must fit. 4.2.8 Power presently supplied to motor: 480VAC, 3ø, 100A (nominally 125hp) 4.2.9 The line shaft bearings shall be Water Lubricated line shaft bearings capable of performing a dry start, with stainless steel line shaft journals. Special notes: Flange at base of motor shall be left off of casing. GCPO personnel will weld to casing during installation. Top flange on 3rd section of 16" casing will be left off. GCPO personnel will weld during installation. 4.3 Performance Requirements: 4.3.1 Design Capacity (GPM @ 83feet)....................5000gpm minimum 4.3.2 Operating range required: 4.3.2.1 Minimum head..........................................36 feet 4.3.2.2 Maximum head............................................102 feet 4.3.3 Minimum efficiency at design capacity..........................80% minimum 4.3.4 Desired operating speed.................................1200 rpm nominal 4.3.5 NPSHR shall be calculated for pump using Intake head at pump inlet flange of +3.62 ft. (minimum sump elevation 893 ft. minus inlet flange elevation 889.38) 4.3.6 The installed pumping units shall operate without excessive vibration. Balance of rotating parts shall be maintained throughout the pumps rated performance curve, which will include shut-off points. Vibration amplitude shall not exceed Hydraulic Institute limits, at any operating point along pump curve. An independent vibration analysis at no cost to the Government to verify vibration requirements are met will be provided. Excessive vibration will be defined as that which exceeds the limits outlined by the Hydraulic Institute. For guidelines on the acceptable limits, please go to: http://www.enggcyclopedia.com/2012/03/pumps-vibrations/ 5.0 Site Visit 5.1 After contract is awarded, vendor will coordinate with Grand Coulee POC to conduct a site visit and verify drawing and take all measurements of the pump area. This site visit will be used to ensure vertical turbine pumps are constructed to specifications spelled out in above paragraphs. 6.0 Delivery 6.1 Delivery Site: The delivery site for all materials shall be at Hwy 155, Warehouse B, Door 6, Industrial Area, and Grand Coulee, Washington 99133. 6.2 Contractor responsibility: Contractor to deliver all pumps, motors, and associated equipment within 18 weeks after receipt of order. 7.0 Government Furnished Property (GFP) 7.1 Drawing No. 222-D-7643 is available for reference and can be obtained by emailing Terry L. Mest at tmest@usbr.gov. For security purposes, a contact name, company name, physical address, phone and fax number, e-mail address, Dun and Bradstreet (DUNS) number, and Federal Tax ID number (TIN) must be submitted with the request.
