- DRAFT PWS The Mission and Installation Contracting Command (MICC) - Fort Eustis anticipates issuing a Request for Proposal (RFP) for the Fire Center of Excellence (FCoE), a subordinate command to the U.S. Army Training and Doctrine Command (TRADOC), located primarily at Fort Sill, Oklahoma. This solicitation replaces solicitation number W9124L-17-R-0022. W9124L-17-R-0022 was a small business set-aside which has since been dissolved and cancelled. The Government anticipates awarding a Firm-Fixed-Price (FFP) Multiple Award Indefinite Delivery, Indefinite Quantity (MAIDIQ) contract with a five year ordering period. All work is to be performed in accordance with the Performance Work Statement (PWS). The designated North American Industrial Classification System (NAICS) code for this acquisition is 541990 - All Other Professional, Scientific, and Technical Services and the small business size standard is $15M. The Government intends to award approximately five (5) MAIDIQ contracts to large businesses as a result of the solicitation, depending on what is determined to be in the best interest of the Government. It is required that contractors doing business with the Government be registered with the System for Award Management at website: http://www.sam.gov. The FCoE mission is to (i) train Artillery Soldiers by developing and producing training strategies, doctrine, concepts, instruction, and products for the current and future force and (ii) support Field Artillery and Air Defense Artillery schools. The Field Artillery School is the primary training facility for Field Artillery Soldiers and Marines worldwide. FCoE has a three­pronged approach to training and preparedness making it one of the best training posts in the Army. The purpose of this acquisition is to provide a flexible contracting instrument to acquire training and support services in support of their mission. See attached DRAFT PWS. Please note, that this is NOT a RFP; only a Pre-solicitation notice. The anticipated release date for solicitation number W9124L-18-R-0016 will be on or about August 2, 2018. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. A notification will be issued on the Government Point of Entry (GPE) website at http://www.fbo.gov. All questions/comments regarding this requirement are due by the response date listed regarding this Pre-solicitation notice.
