FEDBIZOPPS.GOV ANNOUNCEMENT: SPECIAL NOTICE CLASSIFICATION CODE: 66 - Instruments and Laboratory Equipment SUBJECT: Molbox1+ Mass Flow Terminal CONTACT POINTS: Gizabi, Sedigah, Contract Specialist (301) 975-8429; Cowins, Robert, Contracting Officer (301) 975-8335 The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole-source basis, with Fluke Electronics, under the authority of FAR Part 13.106-1(b), for the procurement of a Molbox1+ Mass Flow Terminal to be used by NIST Physical Measurement Laboratory (PML), in Gaithersburg, MD. ***** Sole source determination is based on the need to acquire a Molbox1+ Mass Flow Terminal for an existing Fluke Electronics Molbox 1+ system (Model: molbox1+ A700K) to perform gas flow measurements and to run tests simultaneously on NIST PML different gas flow standards. This will allow for calibration and testing turnaround time to be cut in half. Also, NIST PML will be able to run calibrations for customers as well as perform research and participation in national and international comparisons. The required Molbox1+ Mass Flow Terminal must make pressure and temperature measurements in the laminar flow meter, apply calibration coefficients that are stored in the laminar flow meter to calculate a calibrated flow, and provide a user interface and a means to digitally communicate the measurements to a data acquisition computer. The Molbox system must be able to integrate into flow measurement systems used at NIST PML. ***** The North American Industry Classification System (NAICS) code for this acquisition 334519 - Other Measuring and Controlling Device Manufacturing, with a size standard of 500 employees. ***** A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by 07/01/2018, 12:00 p.m., EST will be considered by the government. Responses shall be submitted via email to sedigah.gizabi@nist.gov or robert.cowins@nist.gov.
