- MARKET RESEARCH PURPOSES ONLY NOT A REQUEST FOR PROPOSAL OR SOLICITATION The Food and Drug Administration (FDA), National Center for Toxicological Research (NCTR), Office of Facilities Engineering & Mission Support (OFEMS) Operations and Maintenance (O&M), requires Preventive Maintenance Services on 14 electrical generators. The electrical generators are critical components to the center during power failure. Performing preventive maintenance on the electrical generators will ensure that they are in good working order and increase the useful life of the equipment The FDA is seeking small business sources to determine the availability and capability of small businesses capable of performing preventative maintenance on the items described herein. Other than small business concerns are also encouraged to submit capability statements. The following information is provided to assist the FDA in conducting Market Research to identify potential contractors for this effort: The associated North American Industry Classification System (NAICS) Code is-811310- Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance; Small Business Size Standard is $7.5 million. Performance requirements Service Requirements: 1. Perform Preventive Maintenance (PM) services for all NCTR generators listed, so as not to void any remaining warranty on any of the units. 2. Provide the PM services on the engine, generator, and automatic transfer switch as described in the below checklist and any other recommendations by the Contractor, with the first service occurring within 30 days from the beginning date of this contract. 3. Perform services supplying parts and labor necessary to fulfill operations specified in this agreement. 4. Absolute adherence to and conformity with Original Equipment Manufacturer (OEM) specifications, manuals, bulletins, latest technical developments, PM procedures, application updates using OEM replacement parts, components, subassemblies etc. in performing all preventative maintenance and repair services. 5. PM performed by formally trained and certified technicians/engineers, following Original Equipment Manufacturer (OEM) specifications, manuals, and service bulletins, using OEM replacement parts, components, subassemblies, etc. Maintenance Program Type: Quarterly (180 day intervals). Perform the following services at NCTR during normal business hours: - PM-1 (Within 30 days of beginning date of contract, then 180 day intervals after) - PM-3 (360 day interval) - PM-4 (720 day interval) PM-1 includes the following: 1. Contact: To be provided at time of award to schedule service before going to jobsite. 2. Check coolant level and degree of antifreeze protection. Record antifreeze protection on checklist. 3. Inspect radiator cap. Advise if replacement needed. 4. Check coolant conditioner concentration. 5. Inspect radiator core for restriction and leakage. 6. Check engine coolant heater for proper operation. Remove cover and check for damaged wiring and poor connections. Record engine temperature. 7. Inspect engine coolant heater outlet hoses for deterioration. 8. Inspect engine coolant hoses and lines for leaks and condition of hoses. 9. Check engine oil level. Add oil if at the "ADD" mark. Extract oil sample for laboratory analysis. 10. Inspect all vee belts. Check for proper tension. Check fan bearings for slack. Grease fan bearings as needed. 11. Inspect sparkplugs, plug wires, harness and coils for natural gas engines. 12. If unit is equipped with pressure gauge, check fuel pressure under load, if possible. No load transfer permitted without customer permission and presence during transfer. 13. Check operation of fuel priming pump, if so equipped. 14. Inspect all fuel lines and connections for leaks. It is the customer's responsibility to maintain an adequate supply of clean fuel. 15. Inspect air filter elements. Inspect seal for proper sealing. 16. Inspect air intake system for damage and leakage. 17. Inspect air filter service indicator. 18. Clean engine control panel. 19. Perform visual inspection of generator and inspect power connections at generator output terminals and voltage regulator. Check torque on non-energized fasteners. 20. Check DC control wiring for loose screw connections and wire crimps. Check for worn insulation at contact points. 21. Grease generator bearing every 1000 hours or once a year as per manufacturers specifications. 22. Inspect AC power conductors and terminals for signs of heat damage. 23. Check for blown fuses. A blown fuse indicates a potential problem. Obtain authorization to troubleshoot cause of fuse failure. 24. Operate generator set and record: Engine oil pressure, coolant temperature, generator output voltage, frequency, battery voltage and battery voltage during cranking. 25. Check engine governor stability and response while engine is running. 26. Check for abnormal exhaust smoke. 27. Inspect battery connections. Clean and tighten if needed. 28. Check specific gravity of battery cell electrolyte, unless maintenance free batteries are used. 29. Check battery charging equipment for proper operation. Record DC battery voltage on check sheet. 30. Check transfer switch for proper operation, IF a load transfer is permitted. No transfer will be done without customer consent and immediate presence during transfer initiation. 31. Inspect transfer switch power connections visually for signs of heating. Check control wiring connections for loose wiring and worn insulation. NO work will be performed on energized circuits due to danger to technicians and equipment. 32. Email or fax a copy of the checklist and/or reports when PM is completed. PM-3 includes the following: 1. All PM-1 operations. 2. Change engine oil, oil filters and fuel filters. 3. Replace air filter elements 4. Email or fax a copy of the checklist and/or reports when PM is completed. PM-4 includes the following: 1. All PM-1 operations. 2. All PM-3 operations. 3. Replace engine starting batteries. 4. Email or fax a copy of the checklist and/or reports when PM is completed. - Service Records and Reports The Contractor shall, commensurate with the completion of each preventative maintenance visit, provide the end-user of the equipment with a copy of a field service report/ticket identifying the equipment name, manufacturer, model number, and serial number of the equipment being serviced/repaired and detailing the reason for the service call, a detailed description of the work performed, the test instruments or other equipment used to affect the repair or otherwise perform the service, the name(s) and contact information of the technician who performed the repair/service, and for information purposes, the on-site hours expended and parts/components replaced. Though the target audience is small business manufacturers or small businesses capable of supplying a U.S. made product of a small business manufacturer or producer all interested parties may respond. At a minimum, responses shall include the following: • Business name, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number and email address (Provide this same information if responding to provide a product manufactured by another firm); • Sufficient descriptive literature that unequivocally demonstrates that offered products and services can meet the above requirements. All descriptive material necessary for the government to determine whether the service/product offered meets the technical requirements including: technical specifications, descriptive material, literature, brochures and other information, which demonstrates the capabilities of the contractor to meet the requirement. • Information on available service/maintenance plans. • Three (3) years of past performance information for the manufacture and/or sale and maintenance support in which the offeror has provided same or substantially similar system solutions and used for same or near-same applications as set forth herein. For each past performance reference include the date of sale, description, dollar value, client name, client address, client point of contact name, client point of contact mailing address (if different from that provided for client), client point of contact phone number, client point of contact email address, and name of the manufacturer (to include DUNS number and size status) if not the respondent. • If applicable, identification of the firm's GSA Schedule contract(s) by Schedule number and SINs that are applicable to this potential requirement. Detailed list of items included and not included on the GSA contract to meet this requirement. • Provide information if any of these specifications are too restrictive. No response will be considered that the listed specifications are adequate in a competitive environment. • If a large business, identify the subcontracting opportunities that would exist for small business concerns; • Standard commercial warranty and payment terms; and • Though this is not a request for quote, informational pricing is encouraged. The government is not responsible for locating or securing any information, not identified in the response. The Government encourages any comments and/or suggestions from any interested party, regarding the specifications. While the Government will not respond directly to your comments and/or suggestions; we will consider them as we finalize the specifications in preparation for the forthcoming solicitation.
