- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), NCO 23- St Cloud is requesting procurement information for mail processing equipment for the Minneapolis VA Health Care System located in Minneapolis MN. The VA is in search of SDVOSB/VOSB organizations that are capable of servicing the Minneapolis VA Health Care System, Minneapolis MN s need to procure the following: MINIMUM REQUIREMENTS Collate, Fold, Stuff and Seal. Provide equipment that will collate and fold letters; and stuff and seal envelopes appropriately to protect patient privacy. Equipment must have a minimum of 4 feeders. 1 feeder designated for BRE/insert feeding, and 3 intelligent (reading) feeder folders. Equipment must have the ability to process at speeds up to 6,000 envelopes/hour with a monthly rated capacity of 300,000 per month. Required Size of Envelopes and Double Detect Capability. The mail processing equipment must be capable of stuffing business size envelopes which are 9 ½ x 4 3/16 window or non-window and up to 10 x 13 size envelopes with long edge flap. The equipment must have a double detect alert capability. 2D Data Matrix Marks and Software Capability. The equipment must be capable of utilizing 2D Data Matrix marks to collate individual/specific sheets. As outlined in Section 3, this capability will add a potential 1,200,000 pieces per year of MVAMC mailings Premise Based Output Management Software Ability to generate and print MVAMC mailings with BCR markings all while interfacing to current closed-loop AIMS verification software. Must be able to support current jobs of two types of appointment letters and result letter. Ability to postal cleanse files to allow for discounted mail rates Internal ability to change layout of documents without costly change order requests. 64 bit technology Multi-Threaded to process more than on application at the same time Access through browser locally for access for unlimited users On-site training available if required or requested Must meet all regulatory security requirements Needs to include two like units of equipment for work sharing and redundancy. Must have the ability to process pack thicknesses up to 10mm thick. Must be able to store insert finger settings so that they change automatically when the job is chosen. To further increase productivity and reduce stoppages due to the operator misadjusting the fingers. Each machine must have a large color touch screen which can be viewed by operators of different height without the need to raise or lower the machine or table. This ergonomic design will further increase productivity. Must come with supplied furniture Insert feeders must be capable of holding approximately 240mm (9.5 ) of media Needs to include two like units of mailing equipment for the processing and metering of outgoing mail Must have the ability to process mail pieces at a speed of up to 300 letters per minute (LPM). Must have the ability to weigh individual mail pieces at a speed of up to 160 LPM Must have the ability to process envelopes up to.8 in thickness Must have large touch screen for operator ease of use Mailing systems to include 30lb external scale for weighing items that cannot be run through the machine Must have a powered conveyor stacker at the end of the machine to stack finished mail pieces Training. The contractor will provide initial 5 day on-site equipment training to MVAMC employees immediately upon completion of equipment set-up. Training will be provided between the hours of 8:00 a.m. to 4:30 p.m. Monday through Friday (except Government Holidays). Such training will include, at a minimum, instruction to independently operate, troubleshoot, and perform first echelon/operator maintenance for the configured equipment. The contractor will provide regularly scheduled refresher training every six (6) months after the equipment is installed. On-demand training for new staff will be offered, but not more than three (3) times annually. The training by vendor shall be provided at no additional cost. Equipment Maintenance. The contractor will provide a 2-4 hour onsite response time for maintenance for any problem with the equipment. Preventive maintenance will be provided four (4) times annually (once per quarter) and will include cleaning and trouble shooting. NOTE: MVAMC IS REQUIRED BY LAW TO USE 30% POST-CONSUMER MATERIALS. EQUIPMENT MUST BE CAPABLE OF PROCESSING MATERIAL USED BY THE MVAMC, E.G. Envelopes, Paper and Cardstock. ADDITIONAL CAPABILITIES The mail processing equipment should be able to perform the following: Ability to maintain logs of jobs (i.e., reports, statistics, etc.) for specific mailings and for indefinite periods of time. The equipment should be capable of determining a valid address lines. RESPONSES MUST INCLUDE THE FOLLOWING INFORMATION: Company Name, Address, Size Standard, DUNS #, Cage Code Point of Contact name, phone number, and email address NAICS Code 333318 and Small Business Size Standard 1000 employee MUST be assigned to company Commercial Mail Processing equipment Price List (your price list or the price list you intend to use) Capability Statement Provide proof of past performance (provide 2 commercial mail processing equipment you have installed in the last 5 years or of the company that will be performing the installation) Specify the specific line items in which you intend to provide/install. If you will NOT be manufacturing the equipment, you MUST provide information on the manufacturer you intend to use. If you will NOT be performing the installation, you must provide a Letter of Intent from the business you intend to use (explaining their agreement with you to perform the installations according to the solicitation), along with references of their past laundry equipment installations. *NOTE Acquisitions will only be set aside for SDVOSBs/VOSBs if two or more responses are received with the required information listed above, by the due date specified below. Only SDVOSB and VOSB offerors are invited to respond to this Sources Sought Notice via email to wendy.hoeschen@va.gov, along with any other questions or concerns, no later than 06/27/2018.
