- General The VA Medical Center, Syracuse, New York is engaging in a short-list selection as defined in FAR 36.602-5(a) for Architect and Engineering (A/E) Services for the design of a project titled: Design Replace Obsolete Panelboards. This procurement is 100% set-aside of Service Disable Veteran Owned Small Business (SDVOSB) A/E firms. SDVOSB Firms with an SF330 on file within the past twelve (12) months and within a 500 mile radius to the Syracuse VAMC are being considered. If you believe you have an SF330 on file and would like to be considered for this procurement please send an e-mail to Nicholas.Winne@va.gov expressing your interest in being considered. If your firm does not have an SF330 on file, OR you wish to update previously submitted SF330 s, please do so by emailing the Contract Specialist at Nicholas.Winne@va.gov by 4:00 PM EST, July 9, 2018. The estimated construction cost for this project is between $250,000 and $500,000. The NAICS code for this procurement is 541330 (Engineering Services). The small business size standard for NAICS 541330 is currently $7.5 million. This project will include but is not limited to the following: The A/E shall provide design services including investigative services, preparation of contract drawings and specifications, and cost estimating services for Replace Obsolete Panelboards EXISTING CONDITIONS The Syracuse VA Medical Center located at 800 Irving Avenue, Syracuse NY has a requirement to replace/upgrade/demo/retrofit a list of approximately 48 panelboards. Engineer will need to decide which boards can be retrofitted in place utilizing existing back boxes and which ones need to be replaced and/or relocated to address some code clearance issues. Upgrade all panels to 22kaic. Additionally some vintage telephone boxes and conduits will need to be identified for demolition inside some of the closets. A/E SCOPE OF SERVICES Investigative services shall include, but are not be limited to, the following: Review VA program requirements and project scope to determine the equipment and construction criteria and provide preliminary plans, drawings, and estimates. Prepare measured drawings for area of work. Design follows all current OSHA and NFPA requirements as they apply to these unique environments. Perform mechanical, plumbing, electrical, alarm, data, structural, civil, architectural and asbestos abatement investigation of the existing facility as necessary including full on site investigations to verify existing as-built conditions as they pertain to this project and all of the above disciplines. Note: this job relates to existing panelboard replacements only- electrical should be the only specialty required on this design. Design services shall include, but are not be limited to, providing complete working drawings, specifications, and detailed cost estimates at 35% and 95% review thresholds. Final construction documents will constitute the 100% submission. Design services for asbestos sampling, testing and abatement, if found to be required at any time during the project shall be included but are not expected. Design services shall also include infection control design in order to be in compliance with the Joint Commission on Accreditation of Healthcare Organizations (TJC) Environment of Care Standards if applicable in project area.. A full scope of services will be included in the formal solicitation after a review of the SF330s The following evaluation criteria will be used when reviewing submitted SF330 data and will comprise the basis of information to be used by Syracuse VAMC for A/E evaluation and selection. Firms submitting SF330 data for consideration must address each of the following criteria in the SF330: SHORT-LIST CRITERIA UTILIZING THE SF330 FORM Department of Veterans Affairs Architect/Engineer Evaluation Board (1) Professional qualifications necessary f or satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and (6) Acceptability under other appropriate evaluation criteria (7) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. (8) Record of significant claims against the firm because of improper or incomplete architectural and engineering services. (9) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. Discussions may be held with the top ranking firms. These discussions will at a minimum include a verification of accuracy of the information within the SF330 and a chance to provide any updated information. Responses to discussion items will be evaluated using the same factors outlined above.
