- COMBINED SYNOPSIS/SOLICITATION W91ZLK-18-R-0033 PREVENTATIVE MAINTENANCE, SHARPENING AND REPAIR ON AN OLIVER PLANER, OLIVER JOINTER AND DELTA JOINTER This combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-98. The solicitation number for this request for proposal (RFP) is W91ZLK-18-R-0033. This requirement is under the associated North American Industry Classification System (NAICS) Code 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance and the Small Business Size Standard $7.5M. The Government contemplates award of a Firm-Fixed Price in accordance with FAR Part 13, Simplified Acquisition Procedures. This procurement will be evaluated as lowest price technically acceptable, for the procurement of the following services/materials. Edgewood Chemical Biological Center (ECBC) at the Edgewood APG requires a service contract to perform preventative maintenance, sharpening and repairs for and Oliver Planer, Model 261AD 24' Planer, Oliver Jointer, Model 166ED 24' Jointer, Delta Jointer, Model 37-315 Jointer. The Advanced Design & Manufacturing (ADM) Division is tasked to provide the Edgewood Chemical Biological Center (ECBC) and its customers with technical and manufacturing support for unique CB Defense items. ADM provides this support by maintaining a high readiness state with personnel and with a significant complement of design and manufacturing equipment. 52.212-1 Instruction to Offerors Commercial Items This clause applies in its entirety and there are currently no addenda to the provision. Price Restraint: NSP Volume II: Detail Technical Proposal shall be evaluated based on the following factors: 1. Schedule: The offeror's proposal shall demonstrate the ability to provide service IAW the schedule. To be rated as acceptable, the offeror must demonstrate the ability to comply with the maintenance, sharpening and repair service schedule as described in the PWS. 2. Technical: The offeror's proposal shall adequately describe and present a clear understanding of the requirements specified in the PWS. To be rated as acceptable, the offeror must demonstrate the ability to provide maintenance, sharpening and repair service according to the PWS. 3. Certifications: Offerors shall provide experience for contractor personnel. To be rated as acceptable, the offeror must demonstrate they possess the required experience to provide maintenance, sharpening and repair service according to the PWS on machinery without risk of voiding or invalidating warranties. NOTE: Contractor shall achieve technically acceptable rating on all technical factors to be considered technically acceptable. 52.212-2, Evaluation Commercial Items The contract will be awarded to the Lowest Price Technically Acceptable (LPTA) offeror. The technical evaluation will be a determination based on information furnished by the vendor in the submitted proposals. The Government is not responsible for locating or securing any information which is not identified in the offer. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor at least 30 days before the contract expires. Performance Work Statement For Preventative Maintenance and Repair for Jointers and Planers 1. Objective: The objective of this contract is to provide Preventative Maintenance and repair services for Jointers and Planers for Edgewood Chemical Biological Center (ECBC) at the Edgewood APG location to sharpen blades. 2. Background: The Advanced Design & Manufacturing (ADM) Division is tasked to provide the Edgewood Chemical Biological Center (ECBC) and its customers with technical and manufacturing support for unique CB Defense items. ADM provides this support by maintaining a high readiness state with personnel and with a significant complement of design and manufacturing equipment. 3. MAINTENANCE REQUIREMENTS 3.1 The contractor shall provide onsite at Aberdeen Proving Ground (APG) Edgewood Area, building E4301, unless otherwise authorized, all necessary maintenance, labor (including travel time), documentation, repair parts, maintenance supplies, any and all fluids, tools, test equipment, transportation and other related services (One (1) PM service per year) unless otherwise specified and shall keep the Government-owned equipment in good operating condition per Original Equipment Manufacturer's (OEM) standards. 4. Principal Period of Maintenance 4.1 Maintenance shall be performed within the Principal Period of Maintenance (PPM), 7:00AM to 3:30PM, Mondays through Fridays, excluding weekends and Federal holidays. 5. Period of Performance 5.1 Base plus two option years from time of award. 6. Preventative Maintenance 6.1 Preventive maintenance shall be provided on a one visit per year basis to each of the machines listed in Section 8. This maintenance and sharpening shall include, but not necessarily be limited to the following as applicable: 6.2 Per the machine manufacturer. Comprehensive checks shall be made by factory trained technicians on the Mechanical and Electrical systems. At a minimum, the following shall be performed: a) adjustment of in-feed roller b) adjustment of pressure bar c) adjustment of chipbreaker d) v-belt adjustment e) adjusting table gibs f) adjusting table rollers g) lubricate 7. Reactive Service 7.1 Reactive service calls will be made independent of the Preventive maintenance (PM) service calls. The contractor shall respond back to the technical POC within 1 business day. If reactive service is required while the PM technician is on site, every attempt shall be made to diagnose and fix the problem, provided the service does not impede on the technician's ability to finish the scheduled PM for the week. If it is determined that the technician will not be able to perform the PM due to reactive service needed, another technician shall be called in to perform the necessary reactive service 8. CONTRACTOR PERSONNEL 9.1 All services under this contract shall be performed by personnel with a minimum of 5 years of experience and qualified to provide required services in accordance with the original equipment manufacturers (OEM) procedures, without unnecessary delays or interference with Government functions. 10. SPARE PARTS 10.1 All spare parts shall meet the original equipment manufacturer (OEM) specifications. ADM has copy of manuals on site. Upon the discretion of the COR, replacement parts over $50.00 shall be supported by a copy of the suppliers' invoice and submitted to the COR. Components at list price exceeding $500 shall not be replaced without prior written approval of the COR. The contractor shall prepare and maintain complete maintenance records on all equipment under the contract. The record shall be available for review by the COR during contract performance. The COR shall prepare a service report for each service call. This report shall include as a minimum: date, model and serial number of equipment, description of malfunction, tasks performed, and parts replaced signature of contractor and signature of COR. A copy of the report shall be provided to the COR after signatures are obtained. A copy of the report shall be provided to the Manufacturing Branch Chief for record keeping of service. 11. CONTRACT SECURITY CONCERNS: 11.1 Contractor and all associated subcontractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DoD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. 11.2 Contractor and all associated subcontractor employees shall comply with adjudication standards and processes using the National Crime Information Center Interstate Identification Index (NCICIll) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
