- Attachment A, JAWS Requirements Joint Audible Warning System DESC: MARKET SURVEY AND BIDDERS LIST DEVELOPMENT - REQUEST FOR INFORMATION (RFI) FOR OUTSOURCING FOR AUDIBLE ALERT NOTIFICATION SYSTEM. The purpose of this RFI / Sources Sought synopsis is to gain knowledge of potential qualified industry sources or vendors to provide an audible alert notification system to the United States Senate (Senate), House of Representatives (House), US Capitol Police (USCP), Architect of the Capitol (AOC), and Library of Congress (LOC) in Washington, D.C, collectively the Legislative Body Organization (LBO). The LBO seeks to replace its radio frequency audible alert notification paging system with a new modern architecture. The system must provide voice alert notification to a system of end units disbursed throughout various buildings on Capitol Hill. This RFI - Sources Sought Notice is not a request for proposal and in no way obligates the Senate in an award of a contract. This sources sought synopsis contains the currently available information. This information is subject to change at any time. Requirements are stated in terms of minimum capabilities and characteristics required by the Senate. REQUIREMENTS: The vendor must be able to meet all equipment requirements listed below and in Attachment A, Requirements List, which are mandatory unless otherwise noted. (1) Must be a simulcast or similar radio system that uses radio frequency propagation to transmit live and pre-recorded messages to end units; and, (2) Must achieve the above while still meeting NIST FIPS 140-2 requirements standards; and, (3) Provide both portable and fixed end unit stations capable of receiving the alert audio without human intervention required to play the message; and, (4) Must be able to check in with a control system for remote management and troubleshooting. The SAA is seeking vendors who can meet its needs using commercial off the shelf products. In responding to this RFI, state your company's product specification or information to meet the mandatory requirements listed above. Your product specification or information must detail compliance with each requirement listed above. In addition, submissions must include: a) customer references for three (3) contracts of similar scale, less than two (2) years old, that involve products complying with the above requirements, including customer name and address, and brief synopsis of products delivered relevant to requirements 1-4 listed above and in Attachment A,; b) organization information including your company's Dun and Bradstreet number and point of contact with telephone, fax and e-mail address. The information contained in this notice will be the only information provided by the Senate or the SAA during the RFI / Sources Sought process. All qualified sources should respond to this RFI - Sources Sought Notice by submitting an information package in accordance with the instructions provided. Vendors responding to this Notice and deemed qualified by the SAA may be requested to submit a proposal in response to a Request for Proposal (RFP). Only firms deemed qualified will be permitted to submit proposals. Neither the SAA nor the Senate will be responsible for any costs for the preparation of responses to this request. INSTRUCTIONS: Questions regarding this notice shall be submitted no later than 12:00 Noon on July 5, 2018, to the attention of Nicole Barnes at acquisitions@saa.senate.gov. Responses to this RFI-Sources Sought Notice are due to the SAA Procurement point of contact no later than July 19, 2018, at 12:00 Noon and shall be submitted electronically via email only to the attention of Nicole Barnes at acquisitions@saa.senate.gov." The subject line of the email message shall be "SSN 2018-S-061 Joint Audible Warning System." No other method of transmittal will be accepted by the SAA. The response shall not exceed fifteen (15) pages. Unnecessarily elaborate submissions are discouraged and pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor's information. THIS IS NOT A REQUEST FOR PROPOSAL.
