Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to procure three (3) Ruggedized Hybrid Power Systems (HPS) incorporated with government-owned trailers. It is critical the HPS connection boxes are able to connect to a tactical micro grid. As the lead for the Tactical Micro Grid Standards Consortium (TMSC), ERDC-CERL is responsible for meeting the standards defined by the TMSC. In order to incorporate the TMSC standards for hybrid power systems to be interoperable with the Army program of record AMMPS mirco grid, the following standards must be met: 1. Implement remote communication and control of both the inverter and battery management system over Ethernet - TCP/IP, where all available controls and status are accessible via the remote communication protocol - ModBus preferred to work with the original prototype. 2. The battery management system is able to be toggled between remote control [controlled via the remote interface] and local control (controlled with GoElectric internal logic for when the inverter is in remote control. 3. Provide full data model and API needed to execute controls remotely via the above communication physical interface and protocol. Go Electric, Inc. is the only vendor found during market research that can meet all the requirements. Go Electric, Inc. has the experience and in-depth technical knowledge of the equipment that is required to produce this product. The company created the original prototype of the device through R&D under the CERL BAA. They have a patented power transfer technology that is critical to the system meeting Army requirements. Their experience with multiple DoD hybrid power programs and their previous work under the BAA makes them the only company who can produce the HPS connection boxes utilizing lessons learned applying the standards defined by TMSC. Therefore, ERDC-CERL intends to sole-source this requirement to Go Electric, Inc IAW FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This is not a request for proposal and in no way obligates the Government to award any contract. The associated North American Industry Classification System (NAICS) code is 335311 which has a size standard of 750 Employees. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Please provide responses to this notice no later than 21 July 2018 at 12:00PM, Central Standard Time (CST), to: CERL-CT-QUOTES@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.
