Synopsis - J&A for Other than Full and Open Competition & Request for Information (RFI) 1. Class Code: N0 2. NAICS Code: 541330 3. Subject: NOTICE OF INTENT TO SOLE SOURCE - Disassembly, removal and reinstallation of four (4) Lansmont Shock Machines to include base plates 4. Solicitation Number: W911QX-18-T-0123. 5. Set-Aside Code: __NA__ 6. Response Date: 5/26/2018 7. Place of Performance: US Army Contracting Command - Aberdeen Proving Ground Adelphi Contracting Division 2800 Powder Mill Rd Adelphi, MD 20783 8. Description: The United States Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements based on the company having proprietary knowledge of the Government-owned systems that are being disassembled, moved and reassembled. The Government intends to solicit and negotiate with Lansmont Corporation, 17 Mandeville CT, Monterry, CA, 93940 for the disassembly, removal and reinstallation of four (4) Lansmont Shock Machines to include the base plates the machines must be adhered to. This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror's who believe they can meet the Government's requirement (see Section 9 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. 9. Requirement: The contract action will result in the procurement of a supply of three (3) base plates for the Government-owned Lansmont-manufactured HITS91, VITS, and MDOF systems and the disassembly, removal, and reinstallation services of four (4) Government-owned shock machines, Model 650, Model P45M, HITS 91 and VITS, from Building 203 at the Adelphi Laboratory Center (ALC), in Adelphi, MD to Building 463 at Aberdeen Providing Ground (APG) in Aberdeen, MD. Responses to this notice are due on or before 1700 Eastern Time (ET) on 26 June 2018 by email at tommy.i.kim.civ@mail.mil.
