Description
The USPFO Purchasing and Contracting Office intends to issue a Request for Quote (RFQ) W9127Q18Q9996 using Simplified Acquisitions Procedures for an unrestricted procurement for ballistic panels, for the Pennsylvania Army National Guard. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, effective 9 Jan 2017. The North American Industrial Classification System Code is 337215 with a small business size standard of 500. The Pennsylvania Army National Guard requires 157 ballistic panels meeting or exceeding the following requirements: 1. Ballistic Panels must meet minimum standard of either UL 752 Level 5 OR NIJ Level III (7.62mm FMJ Ball Ammo). 2. Panels must be mounted on removable, lockable, wheeled casters (trucks) for mobility. 3. Trucks must be wide enough to ensure upright stability and safety of panel and allow up to 90° angle panel orientation without wheel interference. (This means two panels can be butted up against each other to create one lone panel or an "L" shape. The trucks must be positioned in a manner that they do not make contact when in the "L" configuration so there is no gap. 4. Panels shall be covered in tackable cloth material gray or similar. 5.Panels do not need to have the ability to connect. Pricing shall be in the following CLIN structure: 001 QTY 157 Ballistic Panels Size 60"X60" with caster trucks 002 Shipping, "white glove inside delivery and set up of all panels at each facility listed on the attached list to include debris removal. ****The definition of white glove delivery in the context the government is using it specifically relates to the following: delivery of the items into the end locations, unpack, place where the government representative indicates and take all the packaging away after delivery, installation and set-up immediately after completion.**** All locations will be on the first floor or have access to an elevator. Delivery shall be during - Duty Hours: M-F 0800-1630 Five to Seven days notice is required to the POC provided for each facility in order to ensure the facility is prepared and the site is ready for delivery. The Government intends to issue a firm fixed price purchase order for ballistic panels. All quotes are for all items requested; no partial quantities will be considered at this time. QUOTATION PREPARATION INSTRUCTIONS: To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. The response shall consist of one section: price. BASIS FOR AWARD: This is a competitive best value acquisition utilizing simplified acquisition procedures authorized. For quotations determined technically acceptable, a best value selection based on price and delivery will be made. An offeror will be determined technically acceptable if no exception is taken to the specifications and requirements of the RFQ. Award will then be based on price. Each offeror's quoted price will be evaluated for reasonableness. Price will always be an important factor; therefore, offerors should make diligent efforts to control costs and submit fairly priced quotes. After evaluating price, award may be made to other than the low offeror, when the contracting officer determines it to be in the Government's best interest. Responses/Offers are due 11:30 am EST on 19 July 2018. Submit written quotes ONLY. Oral quotes will not be accepted. Quotes shall be submitted via email. All proposals may be emailed to brian.c.ray2.civ@mail.mil Quotations must meet all instructions put forth in this solicitation. All offers must include Fed Tax ID #, Cage code and an estimated delivery schedule. Delivery Schedule: Within 60 days after receipt of order or sooner if available. Delivery Locations: All potential sources shall be registered in the SAMs, https://sam.gov/portal/publis/sam in order to be eligible for award. Offeror must have active SAM registration at time of award. Electronic Submission of Payment Requests and Receiving Reports DFAR 252.232-7003, apply to this requirement. In order for vendors to be paid, all vendors must now use an E-invoicing system called Wide Area Work Flow (WAWF). To gain access to the WAWF production system, contractors must acquire an account available at https://wawf.eb.mil/. Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation of Commercial Items (Oct 2014) which is incorporated into this Request for Quote, with an addendum to paragraph (a) as follows: 52.212-2 -- Evaluation -- Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) capability of the items offered to meet the Government requirement; (delivery schedule)(ii) price. The government reserves the right to evaluate proposals and award a contract without discussions with offerors.
