W912GB-18-R-0021 Pre-Solicitation Notice for Indefinite-Delivery, Indefinite-Quantity (IDIQ) Multiple Award Task Order (MATOC) for Construction Surveillance Services (CSS) in Europe District's Area of Responsibility ONLY FIRMS THAT ARE UNITED STATES FIRMS (either PRIME OR JOINT VENTURE) ARE ELIGIBLE FOR AWARD. 1. ANTICIPATED PROJECT TITLE: Fiscal Year 2018 (FY18) Construction Surveillance Services (CSS) MATOC 2. AGENCY: U.S. Army Corps of Engineers Europe District (CENAU) 3. NAICS: 541330, Engineering Services 4. CONTRACT SPECIALIST: LaTia Wickliffe, latia.k.wickliffe@usace.army.mil 5. PLACE OF PERFORMANCE: Germany, and Belgium, Poland, Italy, Romania and Estonia 6. SOLICITATION NUMBER: W912GB-18-R-0021 7. DESCRIPTION: USACE Europe District intends to issue a solicitation for a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC). The purpose of this acquisition is to establish a contract vehicle with a pool of qualified contractors to issue task orders for CSS. CSS utilizes construction surveillance technology (CST) measures to monitor the site and construction activities in order to mitigate security threats as determined by the Construction Security Plan (CSP) in accordance with Intelligence Community Directive (ICD) 705 - Sensitive Compartmented Information Facilities (SCIF). The services will include, but not are not limited to a full range of construction security program management development of construction security plans, construction surveillance operations, and construction security surveillance services to support Sensitive Compartmented Information Facility (SCIF) construction projects in accordance with the Intelligence Community Directive (ICD) 705 and Department of Defense (DoD) regulations. 8. TYPE OF CONTRACT: This solicitation will be for award of a non-commercial FFP IDIQ MATOC. Use of the MATOC will provide the government with the capability to reduce the acquisition time by providing a pool of highly qualified contractors already in possession of the most critical requirements to successfully complete construction surveillance services. 9. TYPE OF SET-ASIDE: This acquisition will be an unrestricted action under full and open competitive conditions. Small and Small Disadvantaged Business requirements are waived for this project due to its location OCONUS. 10. CONTRACT MAGNITUDE: The ordering period of the resultant contract will be limited to a base period of one year and four option periods for a total of five years. The contemplated contracts' shared capacity will not exceed $49,900,000.00 for the base and all option years. 11. ADDITIONAL INFORMATION: For this contract, only U.S. Prime or Joint Venture contractors who hold a valid or are able to obtain a valid, Top Secret Facility Clearance granted by the Defense Security Service (DDS) will be able to receive the solicitation and propose. Interested parties will be required to submit their Commercial and Government Entity (CAGE) code and facility clearance status which will be screened by the CENAU Security Office. SPECIAL NOTICE: System for Award Management (SAM) Please take notice that the System for Award Management (SAM, www.sam.gov) has a new entity registration requirement that firms submit an "original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated." This applies to all new entity registrations and all entity registration renewals, effective 29 April 2018. Further information behind this new requirement is posted to the General Services Administration's (GSA) announcement page at https://www.gsa.gov/samupdate. Please also refer to Federal Service Desk's (FSD) instructions on how to comply with this new requirement. NOTE: the instructions are different for domestic (U.S. based) and international (not U.S. based) firms. Offerors are reminded that the solicitation will include either the provision FAR 52.204-7 SAM or FAR 52.212-1 Instructions to Offerors--Commercial Items, and the resulting award will include either the clause FAR 52.204-13 SAM Maintenance or 52.212-4 Contract Terms and Conditions--Commercial Items. These provisions/clauses require all contractors to register and maintain an active SAM entity registration in order to be eligible for contract awards, as prescribed by the regulation at FAR Subpart 4.11. Contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ prior to receiving the solicitation documents, plans and specifications. All prospective contractors will receive the solicitation from the Government via U.S. Army Aviation and Missile Research Development and Engineering Center for Safe Access File Exchange (AMRDEC SAFE) https://safe.amrdec.army.mil.safe. Perspective contractors must provide their CAGE Code and Facility Clearance status to the Government Points of Contact (listed below) to receive access to the solicitation. AMRDEC SAFE will also be used for submission of proposals. Registration for solicitation notifications should be made via FedBizOpps Internet Homepage. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. The solicitation will be available only as a direct download from AMRDEC. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax requests will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Contractor's responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. NOTICE TO OFFERORS: The Government reserves the right to cancel any or all of the solicitation(s), either before or after the proposal opening with no obligation to the offeror by the Government. MINIMUM GUARANTEE: A single minimum guarantee amount of $2,500.00 will cover the term of the contract. TASK ORDER LIMITATIONS: The minimum task order value will be $2,500.00 and the maximum task order value will be $10,000,000.
