The Army Contracting Command, Redstone Arsenal, AL intends to issue a Request For Proposal (RFP) to award a Firm, Fixed-Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract for five (5) years to furnish of all services, facilities, labor, parts, materials, equipment, tools, and data (other than Government Furnished Property), necessary to accomplish the inspection and repair for ALTIMETER, PRESSURE that is required to return the items as specified by Section B, to condition code A as defined by Army Regulation 725-50. The input/output configuration shall be as defined in the Statement of Work attached herein and stated below. Repairs shall be accomplished IAW Depot Maintenance Work Requirement (DMWR) 55-6610-385. Upon completion of the repair, as applicable, the items shall be packaged as defined in each individual delivery order of the contract and shipped to the destination(s) specified in each individual delivery order. See Statement of Work (SOW) for addition requirements. The Government anticipates this solicitation will result in an Indefinite Delivery Indefinite Quantity (IDIQ) award for five (5) years, 1 Base Year and 4 Option Years. The Government is using the policies contained in Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, in its solicitation for the described requirement. Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors will be considered. The following factors shall be used to evaluate offers: Technical capability and price. Award will be made to the offer with the lowest price technically acceptable. This item is not a Critical Safety Item and therefore is solicited as a full and open competition. All proposals shall include a special tooling and test equipment section that addresses the contractor's plan to meet all government special tooling and test equipment requirements with either: 1. Physical possession of the required tools, 2. Confirmed requisitions for the required tools, 3. Confirmed arrangements for subcontracting the processes requiring the special tools, or 4. Specific plans describing their technical approach to develop equivalent tools. Product Verification Audit (PVA) is required for these items Repair shall be accomplished IAW Depot Maintenance Work Requirement (DMWR) B4420210002 The items the contractor shall repair are as follows: Input NSN P/N 6610-01-091-3701 B4420210002 Output NSN P/N 6610-01-091-3701 B4420210002 QUANTITY: 25 Minimum - 505 Maximum (80 FMS) NOMENCLATURE: Altimeter, Pressure INPUT/OUTPUT NSN as stated above. The proposed contractual action will be a single award, Five (5) year, firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) Maintenance and Overhaul type contract, with minimum / maximum quantities listed above. The maximum quantity of the assets includes a quantity for Foreign Military Sales. These items are commercial. Based upon market research, the Government is using the policies contained in Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, in its solicitation for the described requirement.
