Draft Labor Categories and Hours Draft DD 1423 Contract Data Requirements List (CDRL) Draft Statement of Work (SOW) INTRODUCTION The Engineering, Prototyping and Business Operations Division, AD-4.11.5, is acquiring full scale "Design for Manufacture" mechanical facilities support services to include engineering, prototyping and fabrication efforts to assist in meeting diverse rapid response mission requirements of the Engineering Divisions of Naval Air Warfare Center Aircraft Division (NAWCAD) 4.11 Rapid Capability Engineering & Integration Department. AD-4.11.5 provides product design engineering expertise, prototyping, systems engineering, systems integration, information assurance, network and software support, and sustainment for a variety of mechanical, communications, electronic, information technology, and combat, command and control systems. This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets: Small Disadvantaged Businesses, HUBZone Firms, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT BACKGROUND NAWCAD AIR-4.11 Rapid Capability Engineering & Integration, St. Inigoes, Maryland, performs research & development, testing & evaluation, installation, and maintenance of shipboard and shore based electronic equipment. As an integral part of the AIR-4.11 team, the AD-4.11.5 Engineering Prototyping and Business Operations Division (Code 4.11.5), provides a "Design for Manufacture" facility to support seven (7) Divisions, as well as, NAWCAD, NAVAIR, Navy and other DOD activities. Support is provided for a variety of internal and external customers, as well as direct Fleet Support, in the forms of 1) prototype design, development, fabrication and assembly of mechanical and electrical components; and 2) life-cycle extensions to radar systems including antennas, radomes, equipment boxes, and positioning/rotating systems. The facility is comprised of several buildings which are located in close proximity with dedicated spaces for CAD modeling and simulation, 3D printing, welding, machining, sheet metal, composites, sanding/media blasting, conversion coatings, painting, powder coating, wood working, corrosion control, and quality control. This procurement is a follow-on to task order N00178-14-D-7673-M801, competitively awarded to Compliance Corporation as a small business set-aside. The existing task order is a Cost Plus Fixed-Fee (CPFF) effort, and consists of a base year and four (4) option years from 15 May 2014 through 14 May 2019. The follow-on procurement is anticipated to be a competitively awarded Indefinite Delivery Indefinite Quantity (IDIQ) CPFF contract, set-aside for small business, with a five (5) year ordering period. REQUIRED CAPABILITIES The Contractor shall provide a wide spectrum of services including: product and part design engineering, production engineering, drafting, Computer Aided Design (CAD), Computer Aided Manufacturing (CAM), modeling and simulation; machining; sheet-metal design, layout and fabrication; welding; assembly; composite repairs and fabrication of composite components and structures; woodworking; painting including preparation and application of corrosion control coatings and powder coating; management of a stockroom with tooling, hand tools, fasteners, etc.; fuel farm operations; management of GSA vehicles; facilities and personnel safety management and preparedness including HAZMAT; and preparation of procurement and/or acquisition documents. The Contractor shall accomplish the services using Government owned specialized machinery and equipment. Please see the attached draft Statement of Work (SOW) for more detailed requirements. ADDITIONAL INFORMATION A DD Form 254 Contract Security Classification Specification shall apply to this requirement and the prime contractor shall have or demonstrate ability to obtain a "Secret" Facility Clearance under this contract. The contract vehicle is anticipated to be a Single Award, IDIQ, CPFF, with the Level of Effort (LOE) estimated at 796,800 man-hours for the five-year ordering period. The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Labor Standards (formerly the Service Contract Act). The attached draft SOW provides additional information about the required tasking. If your company has any questions about the structure of the SOW, or areas that may need further definition, please also identify those in the response. Place of Performance: Government Site (95%); Contractor Site (5%). Government sites include the following: Webster Field, St. Inigoes, MD; Patuxent River, MD; Lakehurst, NJ; Cherry Point, NC; Bath, ME; Norfolk, VA; North Island, CA; San Diego, CA; and various Government, Contractor, Subcontractor facilities mainly in the continental United States (CONUS). ELIGIBILITY The applicable NAICS Code for this requirement is 541330 with a Small Business Size standard of $38.5 Million. The Product/Service Code (PSC) for this effort is L099: Technical Representative - Miscellaneous. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from Small Businesses that can provide the required services under the NAICS Code. Offerors MUST have an adequate accounting system in accordance with FAR 16.301-3(a)(3) in order to be eligible for award of this cost-type contract. SUBMISSION DETAILS Interested small businesses are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 12 pt. font. Interested small businesses should submit a brief capabilities statement package that shall address, at a minimum, the following items: 1.)What type of work has your company performed in the past in support of the same or similar requirement? This should include the contract number, organization supported, indication of whether as a prime or subcontractor, contract value, Government point of contact, and a brief description of how the referenced contract relates to the services described in the draft SOW. 2.)Can or has your company managed a task of this nature? If so, please provide details. 3.)Can or has your company managed a team of subcontractors before? If so, provide details. 4.)What specific technical skills does your company possess which ensure capability to perform the tasks outlined in the draft SOW? 5.)Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company's ability to perform at least 50% of the tasking described in this SOW for the base period as well as the option periods. 6.)Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNS number, CAGE code, etc. 7.)Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service-Disabled Veteran-Owned Small Business Concern. 8.) Include in your response your ability to meet the Facility and Safeguarding requirements outlined above. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications and ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). To assist the Government in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.
