Description
This is a Small Business Sources Sought notice. THIS IS NOT A REQUEST FOR PROPOSALS, ABSTRACTS, OR QUOTATIONS. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent for the Government's use. Any proprietary information should be so marked. The purpose of this notice is to obtain information regarding: 1.The availability and capability of qualified small business sources; 2.Whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and 3.Their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. The applicable NAICS code for this acquisition is 333314 with a size standard of 500 employees. An organization that is not considered a small business under this NAICS code should not submit a response to this notice. PROJECT REQUIREMENTS Background: The mission of the Intramural Research Program (IRP) of the National Institute on Drug Abuse is to conduct state-of-the-art research on basic mechanisms that underlie drug abuse and addiction, and to develop new methods for the treatment of drug abuse and addiction. Research is supported at the molecular, genetic, cellular, animal, and clinical levels and is conceptually integrated, highly innovative, and focused on major problems in the field. The Molecular Mechanisms of Cellular Stress and Inflammation (MMCSI) Unit works on the cellular changes caused by drugs of abuse and other sources of neuronal dysfunction. MMSCI works with novel biological sensors requiring microscopy and imaging cells over extended periods of time. Purpose and Objectives: The purpose of this procurement is to outift an existing Nikon microscope with an on stage incubator capable of oxygen and temperature control as well as the ability to insert probes and tubing for drug delivery. This system will allow NIDA to maintain cells on the microscope for extended periods of time and under differing air and temperature conditions. Specifically, the contractor must provide the following: One (1) Tokai Hit stage top WSKM Series Neco Incubation System with optional sensor feedback system for Nikon XY motorized (160x110mm) and Prior H117 stages for Multi-Well Plates (6/12/24/48/96 wells). Full edge-to-edge objective travel across any well even with high magnification or short working distance objectives. Heating option only (no gas supply function). One (1) CO2 Gas Mixer for Low Oxygen Control, Hypoxia, Pre-Hypoxia Conditioning. 2.5-10.0% CO2; 0.0% O2, 1 -20% O2; requires 100% CO2 and 100% N2 gas cylinders One (1) Chambered Coverglass, Glass Slide, and Chamber Slide Insert for PPZI3, TIZW, WSKM Systems One (1) 35mm dish insert for use with TIZ-INU, PPZI3, TIZW, WSKM Incubation Systems One (1) KS Pump One (1) Software device control for microscope incubation chamber Warranty: Limited one year electrical, five year mechanical Anticipated Delivery Date: 60 days from date of award CAPABILITY STATEMENT/INFORMATION SOUGHT Respondents must provide clear and convincing documentation of their capability of providing the products specified in this notice. Specifically, respondents must provide sufficient details on: 1) Staff expertise, including availability, experience, formal and other training; 2) Current in-house capability to perform the work; 3) Prior completed projects of similar nature; 4) Corporate experience and other management capability; and, 5) Examples of prior completed Government contracts, references, and other related information. All capability statements must provide the following: 1) company name, address and DUNS number; 2) point of contact, 3) phone/fax/email; 4) NAICS Codes; 5) business size and status; 6) capability information in response to the requirement and qualifications identified in this notice; and 7) type of small business your organization classifies itself as (e.g. 8(a), HubZone, etc.). Finally, respondents are encouraged to provide a general overview of the respondent's opinions about the difficulty and/or feasibility of the potential requirement, and any other information regarding innovative ideas or concepts that may be applicable.
