Description
Technical Drawings Specifications Solicitation The following announcement is a solicitation for proposals. The U.S. Army Corps of Engineers, Japan District (POJ) has a requirement to award a vertical construction contract for several facilities required to support aircraft at Yokota Air Base, Japan. Only local sources will be considered under this solicitation. Local sources are sources (e.g. corporations, partnerships, or Joint Ventures) that are physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specified in this solicitation. For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or, alternatively, each member of the Joint Venture must individually satisfy the local source requirements. Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contract. In addition, prior to award of the contract, offeror must be registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits to perform the work required under this solicitation. PROJECT INFORMATION Project Title: Aircraft Hangar/Aircraft Maintenance Unit, Group HQ/Squadron Operations/Warehouse, and Simulator Facility, Yokota Air Base, Japan Project Location: Yokota Air Base, Japan Project NAICS: 236220, Commercial and Institutional Building Construction Project Magnitude: Between ¥2,500,000,000 and ¥10,000,000,000 (Japanese Yen) (Utilizing a rate of: 100 Yen to 1 U.S. Dollar) Project Description: The facilities to be constructed under a single contract include a simulator facility, operations and warehouse facilities with a group HQ, a three-bay aircraft hangar with integrated aircraft maintenance unit facilities, and associated roads and parking lots. These integrated facilities will constitute the Yokota Air Base Air Force Special Operations Command (AFSOC) campus, and construction of these facilities will be procured under one military construction acquisition. The hangar and aircraft maintenance unit facility will provide properly sized and configured hangar space required to conduct recurring maintenance inspections of aircraft. These covered maintenance spaces will provide protection from the elements, mitigating inclement weather and darkness impacts on mission readiness. Aircraft maintenance unit facilities will provide administrative, tool room, supply, bench stock, storage, areas. Areas for emergency shower and eyewash stations, locker rooms and showers, and break areas are also provided. The operations and warehouse facilities, which will consist of a squadron operations building, headquarters building and warehouse building, will provide an adequate facility for the Squadron Commander and command section to conduct secure flight planning, briefing, and critique of aircrews. It will provide properly configured facilities required to exercise secure command and control, operations, training, and mission briefings. Warehouse space is required to maintain, store, and issue aircrew clothing, life support equipment, and flight equipment. The simulator facility is required to provide an adequate facility for aircraft crews of the special operations squadron to conduct required training for both annual and semi-annual training events. Additionally, this facility will support specific mission rehearsals. Rehearsal devices provide essential realistic mission training, real world mission rehearsals, and emergency procedures training and reduce flying hours. SOLICITATION INFORMATION Procurement Method: The proposed project will be procured using a Firm Fixed Price (FFP) contract. The Government intends to issue a competitive solicitation utilizing a Best Value Trade-Off (BVTO) source selection procedure as described in FAR Part 15. This method allows the Government to hold discussions with offerors, utilize non-cost/price factors in determining qualified offerors, and to award a contract resulting from the solicitation to the responsible offeror whose proposal represents the best value to the Government after evaluation in accordance with the factors listed in the solicitation. The Government reserves the right to reject any or all proposals; and to award the contract to an offeror other than the lowest priced offeror, if doing so is in the best interest of the Government. The selected Contractor will be required to provide a performance bond for the total value of the contract prior to issuance of Notice to Proceed. No hard copies of this solicitation will be made available. Sealed offers are due at the place specified in the solicitation on 19 November 2018 at 1000 Japan Standard Time (JST). An organized site visit and pre-proposal conference has been scheduled for 24 July 2018 from 0830-1530 JST. Offerors are strongly urged and expected to attend and participate in the pre-proposal conference and site visit. Prospective contractors must be registered Vendors with https://www.fbo.gov in order to download plans and specifications. Prospective contractors MUST be registered in the DOD System for Award Management (SAM) database in order to obtain access to FedBizOpps. It is incumbent upon vendors to monitor FEDBIZOPPS for the release of all subsequent amendments. SAM Registration must also be ACTIVE and current to be eligible for contract award. Information on registration and annual confirmation requirements may be obtained by calling 1-866-606-8220 or via the Internet at http://www.sam.gov. Companies that have not submitted a Bidders Mailing List Application to this office on or after April 2005 are requested to go to the U.S. Army Corps of Engineers, Japan Engineer District, Contracting Division website (http://www.poj.usace.army.mil/BusinessWithUs/GettingStarted.aspx) to download the Bidders Mailing List Application. Such companies shall be required to complete a Bidders Mailing List Application and submit documents that show they are registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits required to perform the work required under this planned solicitation prior to or at the time of proposal submittal.
