- Wage Decision - MD35 - 23MAR18 Dwg - W WWTP Dwg - E WWTP Process Dwg - E WWTP Gen & Civil Dwg - E WWTP Elect Dwg - E WWTP E&SC Dwg - E WWTP Arch & Structural Specifications - East & West WWTP Improvements The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) has a requirement to: East & West Waste Water Treatment Plant Immediate Improvements at the Beltsville Area Research Center (BARC), Beltsville, MD. The work consists of Safety, Compliance, and Operations improvements to the East and West Wastewater Treatment Plants (WWTP) at the Beltsville Agricultural Research Center (BARC) in Beltsville, MD. Work at the East WWTP (0.31 MGD) includes upgrades to the 300-gpm Overland Flow and 850-gpm Influent Pumping Systems, installation of a 1.21 MGD grit removal system, modification of three (3) 620,000-gallon basins within the existing secondary treatment system for Enhanced Nutrient Removal (ENR), installation of two (2) chemical storage (1,050 gallons each) and feed systems, minor electrical, concrete and site repairs/improvements. Work at the West WWTP (0.2 MGD) includes rehabilitation of an existing Evoqua/DAVCO treatment train, installation of a chemical storage (550 gallon) and feed system, and minor electrical and concrete repairs. The work at both WWTPs shall be performed under a single contract requiring civil/site, electrical, mechanical, and process (wastewater) trades. Solicitation 1232SC18R0024 is issued as a Request for Proposals (RFP). The solicitation document, with the incorporated clauses and provisions, is issued in accordance with the Federal Acquisition Regulation (FAR) Parts 13 and 36 and will be incorporated in the awarded firm-fixed price order. Interested vendors should reference the solicitation documents for all terms and conditions. All interested parties are responsible for monitoring this website to ensure they have the most current information (i.e. Amendments) for the solicitation. No paper solicitation will be available. This will be evaluated using Lowest Price Technically Acceptable (LPTA), see solicitation for evaluation factors and submission requirements, sections L and M. Award will be Firm Fixed Price (FFP). Notice of Set-Aside for Small Business Concerns: This requirement is a Total Small Business Set Aside. The associated NAICS Code is 237110, Water and Sewer Line and Related Structures Construction. The small business size standard is $36.5 million. Magnitude of Construction is between $1M and $5M. Period of performance is 365 days after receipt of the Notice to Proceed. Bonds: Bid, Payment and Performance bonds are required. See solicitation details regarding a Bid Bond. Site Visit : An organized site visits will be conducted on July 12 and 13, 2018 at 9:00 AM Eastern Time. The site visits will be held at the project location, meet at the Security Desk, Building 3, 10300 Baltimore Ave, Beltsville, MD 20705-2350. In order to attend the site visit, pre-register by 4:00 PM ET on July 6, 2018. Pre-register by emailing jason.robbins@ars.usda.gov with your company name and the name(s) of the representatives who will attend. Attendees must bring a Government issued photo ID that is current and valid. The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site which may be helpful in the preparation of offers. Attendance at this site visit is not mandatory for offer submission; however, failure to visit the site will not relieve or mitigate the successful contractor's responsibility and obligation to fully comply with the terms, conditions and specifications contained and/or referenced in this document. All questions regarding this solicitation must be submitted in writing to the Contracting Officer, Jason Robbins, via email to jason.robbins@ars.usda.gov. Questions must be submitted no later than 4:00 PM ET on July 20, 2018. Answers to all questions received by that time will be posted as an amendment to the solicitation. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer. Telephone requests for information will not be accepted or returned. Biobased Products: This procurement requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The products should first be acquired from the USDA designated product categories. All supplies and materials shall be of a type and quantity that conform to applicable Federal specifications and standards, and to the extent feasible and reasonable, include the exclusive use of biobased and recycled products.
