- Evaluation Criteria Performance Work Statement General. This is a Sources Sought from small business firms and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. Project Description. The U.S. Army Corps of Engineers, Portland District (Corps) and the Bonneville Power Administration (BPA) (the Agencies) are jointly responsible for compliance with Section 106 of the National Historic Preservation Act (NHPA) under the terms of the 2009 Systemwide Programmatic Agreement (SWPA) for management of Historic Properties affected by operation and maintenance of the Federal Columbia River Power System (FCRPS). The Corps' Bonneville, The Dalles, and John Day Dam and Reservoir Projects are within the FCRPS. The FCRPS Cultural Resource Program works closely with interested and affected tribes, State Historic Preservation Offices, and other agencies for cultural resource management. The program is organized into several cooperating groups who provide recommendations to the lead Federal Agencies regarding the management of cultural resources within each reservoir. These cooperating groups meet on a regular basis and it is essential to have an accurate record of each meeting. The Corps and BPA co-manage the Wana Pa Koot Koot Cooperating Group (WPKK) under the terms of the SWPA. The objective of this contract is to provide the WPKK business and planning meetings with professional notetaker services for the period of one year. These services include the following: • Attend in person and accurately record the major discussion points, commitments, and decisions made at the WPKK business and annual planning meetings. • Record and compile the action items that meeting members committed to doing along with the due date that members committed to making. • The meeting chairperson may ask the note taker to recap the discussion periodically during a meeting. • Send Agency representatives a copy of the draft meeting notes within 7 calendar days of the meeting. • Agency representatives will return draft notes with edits/comment on draft notes within 7 calendar days to contractor. Contractor will address comments and distribute draft notes to technical WPKK group within 5 calendar days. • Contractor will bring hard copies of previous meeting's draft notes to WPKK business meetings for distribution to group. • Upon receipt and addressing of all comments from Technical WPKK group members and approval of meeting notes at WPKK business meeting, contractor will distribute final meeting notes to wider WPKK distribution list. • Contractor may be required to provide miscellaneous clerical support related to these meetings. The period of performance for this contract is for one base year, and three option years. Each offeror will be approposed in accordance with FAR 52.212-2 which has been attached to this Souces Sought.
