The final Statement of Work will be posted with the answers to questions received. FAR PART 15 - COMPETITIVE THIS IS A PRE-SOLICATION NOTICE ONLY - The Health Resources and Services Administration (HRSA), Bureau of Primary Health Care (BPHC) is planning to issue a solicitation to provide enhanced, patient-centered, geographically targeted training and technical assistance (T/TA) services to advance the primary care integration of behavioral health and substance use disorder services including opioid use disorder services using effective evidence-based treatment approaches for primary care providers and interdisciplinary care coordination teams. The solicitation will be issued as full and open competition with a period of performance of thirty-six (36) months. The Government intends to issue a solicitation on or about June 21, 2018. The required services will be procured in accordance with FAR Part 15 - Contracting by Negotiation. Contract performance shall primarily be at the contractor's facility. The NAICS Code is 541990, with a small business size standard of $15M. The purpose of this training and technical assistance (T/TA) initiative is to build a learning health center system (LHCS) for HRSA-supported health centers for the primary care integration of behavioral health and substance use disorder services. The LHCS promotes the rapid deployment of science-driven solutions as well as solutions driving science in the implementation of highly tailored, scientific, patient-centered, and geographically targeted approaches that assist primary care providers, interdisciplinary care teams, and safety net health care systems in the adoption of effective evidence-based treatment into clinical practices. A LHCS is defined as a system in which "science, informatics, incentives, and culture are aligned for continuous improvement and innovation, with best practices seamlessly embedded in the care process, patients and families active participants in all elements, and new knowledge captured as an integral by-product of the care experience." This initiative is promoting diverse strategies to advance best practices for integrated, patient-centered, clinical team-based models of care and coordination. The geographically targeted approach will assist health centers in obtaining the support they need to address various policies that are unique to their States. Through this initiative, HRSA-supported health centers will have the opportunity to receive science-driven T/TA through a LHCS comprised of one Center of Excellence (COE) and three Networks for Primary Care Behavioral Health and Substance Use Disorder T/TA. The Networks will be strategically located across the nation to provide more geographically targeted, patient-centered, and evidence-based support to health centers. This initiative will develop a T/TA model that builds the capacity of regions and health centers to advance and sustain T/TA in order to accomplish their ongoing primary care integration goals in the following four areas: 1.Primary care, innovative integrated care models that translate research on evidence-based behavioral health and substance use disorder interventions into effective clinical and public health practice 2.Clinical Workflow and Informatics for Process and Quality Improvement 3.Health Center Workforce Training and Knowledge Enhancement 4.Service to System Coordination and Financial Sustainability All future information regarding this acquisition, including the solicitation and any amendments, will be distributed solely through the FedBizOpps website (www.fbo.gov).
