Description
The US Department of Labor, Office of Job Corps, has requirement for a qualified Architecture/Engineering (A/E) firm to provide A/E services for an exterior envelope assessment, condition report and schematic design for the recommended repairs of the exterior envelope of Building 1 at the Dayton Job Corps Center. Building 1 totals approximately 140,000 gross square feet and is comprised of four wings: Wing 1A (Administration), Wing 1B (Food Service/Security), Wing 1C (Academic Ed/Medical/Dental/Dormitory), and Wing 1D (Vocational Ed Dormitory). The building has three stories supported by a load bearing masonry structure clad with brick veneer. Building 1, was constructed in 1921, is listed on the Ohio Register of Historic Places. This work will include sampling, testing and reporting of HazMat presence in the caulking of windows and doors, and in roofing materials; structural system investigation, analysis, and calculations; evaluation of exterior brick and precast cladding and attachment to the structure. The development of a 15% schematic design to outline the extent of deterioration due to moisture infiltration (brick and roofing) or structural settling, and to provide details for recommended repairs; design narrative including recommendations for all disciplines and a schematic cost estimate including abatement costs is also a requirement of the services to be performed. Interested offerors are requested to submit a statement of qualifications. Your statement of qualifications should demonstrate the capacity of your firm to perform the required services, and shall include the following information: 1. Projects performed that are similar scope and value to the work required under this project. Include two or more projects where your firm has provided building forensic services to assess exterior envelope conditions and repairs on two or more multi-story buildings with a $1,000,000 to $5,000,000 constructed value range completed within the last five years. 2. Provide project examples of design services performed by your firm for two or more exterior envelope repair projects involving historic buildings that was completed within the last five years. 3. Include with your submission project examples where your firm was required to provide design services on at least one project encompassing hazardous materials remediation. Your project examples shall include the location of the project, the project owner, a brief and concise description of the project scope, specialty design consultants employed, a comparison of the construction budget versus construction award value, the final contract amount, and a brief and concise description of the contract administration services provided. Your statement of qualifications will be evaluated based on the following criteria, which is listed in order of importance. 1. Projects performed that are similar in scope and value to the work required under this project. 2. Project location indicating familarity with state and local codes, environmental and economic conditions, and the experience/qualifications of the local design consultants. This Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposals or award a contract. The Government does not intend to award a contract based on responses, nor otherwise pay for the preparation of any information submitted. Entities responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that the source is capable of satisfying the requirements. The response must be specific to each of the criteria listed above to demonstrate that the respondent is capable. The submissions shall not exceed 20 pages. RESPONSES ARE DUE ON JULY 12, 2018 BY 2:00 PM EST, AND MUST BE SUBMITTED VIA E-MAIL TO garnett.eileen@dol.gov (Eileen Garnett, Contracting Specialist). Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. A determination by the Government to proceed with the acquisition is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted.
