Description
Pre-Solicitation Notice Unrestricted, Full and Open Competition This is a pre-solicitation notice that the Veterans Health Administration intends to solicit quotes to provide Cubicle Curtains for the Rocky Mountain Regional VA Medical Center in Aurora, CO. Reference the attached Statement of Work (SOW) for specific project information and requirements. This requirement will be unrestricted and under full and open competition. The solicitation is anticipated to be posted on www.fbo.gov on or about 25-June-18 for approximately seven (7) days. Solicitation posting and closing dates are subject to change as necessary and amendments will be issued accordingly. Potential offerors are encouraged to submit questions regarding the project s requirements as of the date of this pre-solicitation posting through the cut-off date for questions that will be identified in the solicitation. All questions must be submitted electronically to Arianne De Los Reyes at Arianne.DeLosReyes@va.gov and Nicholas Kyriakidis at Nicholas.Kyriakidis@va.gov. No phone calls will be accepted. All questions and answers will be in writing via email. Failure to send questions to both individuals may result in the questions not being answered. It is anticipated the question and answer period will end as specified in the solicitation. Potential offerors are encouraged to review the attached SOW and submit their questions as early as possible. It is likely that the SOW and other attached requirements documents are considered final as posted. However, changes may be made as necessary up until solicitation closing date via amendments. The scope of work will include delivery to the destination (FOB destination). All items specified in the statement of work shall be BRAND NAME or EQUAL. The contractor shall provide the required items, ancillary items, installation and installation planning, and the removal and recycling of any packaging materials for the activation of the Rocky Mountain Regional VA Medical Center. This is a new facility currently under construction. Please note, the site is considered an active construction site while the construction contractor is still performing work. The estimated timeframe for delivery/installation is mid July 2018. However, since the construction contractor is still on site, delivery dates may need to be adjusted to accommodate the construction/facility activation schedule. The Government intends to evaluate quotes through COMPARATIVE EVALUATION (CE). CE will be performed on quotes received in accordance with FAR 13.106-2(b)(3) Evaluation of Quotations or Offers. Comparative evaluation is the direct comparison of one quotation/offer with another in an equitable manner to determine which quote/offer provides the Government what it needs, where, and when, as identified in the RFQ. It is an assessment of which response is best overall. All acceptable quotations/offers will be analyzed and the most advantageous will be selected. While the Government reserves the right to select the response/offer that exceeds the minimum, but is not absolutely required to do so. Contractors may submit more than one quote. Contractors are strongly encouraged to submit their best technical propositions and prices in response to this RFQ. However, unlike in FAR Part 15, the Government will not consider any departures or alternates from the RFQ; each offer must address the solicitation requirement. Please note that CE is NOT like lowest price technically acceptable (LPTA) or the trade-off process. Unlike LPTA, the contracting officer is not limited to only the response that meets the minimum and has the lowest price. The contracting officer may select a response/quote that provides an additional benefit(s) to the Government and may not be the lowest price. Price is always a consideration, but unlike LPTA, the contracting officer holds discretion to accept a response other than which has the lowest price. The Government will review the price schedule for completion and accuracy, as well as the fairness of the quoted prices. The Government is not required to identify the relative weight of the evaluation factors, hold discussions, or use other FAR 15 procedures. Reference FAR 13.106-2(b)(1) and 13.106-2(b)(3) Evaluation of Quotations or Offers.
