- Synopsis Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel the solicitation, either before or after the proposal closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. This synopsis is for a construction requirement to replace generators (5 year plan) at multiple buildings located on Hurlburt Field, FL. The contractor shall furnish all labor, materials, tools, supervision, and equipment to perform all operations necessary to accomplish all work as shown on the drawings and specifications. The general work includes, but not limited to the following principal features: 1. Provide electrical work required to replace existing emergency generator systems in buildings 90048, 90069, 90074, 90138, 90376, 90412, 906414, 90761, 90880, 90926, and 91307. 2. The existing generator sets will be removed and disposed of by the contractor. The new generator sets will be Government furnished and contractor installed. Each new generator set will include a weather protective enclosure and a dual wall sub-base diesel fuel tank. 3. Existing automatic transfer switches that comply with UFC requirements will be remain in place. Automatic transfer switches that do not comply with UFC requirements will be removed and disposed of by the contractor. New automatic transfer switches shall be 4 pole transfer switches and shall include a maintenance bypass/isolation feature. New automatic transfers switches will be Government furnished and contractor installed. This acquisition will be set-aside for Service-Disabled Veteran-Owned Small Business offerors only. The North American Industry Classification System (NAICS) code for this project is 238210 with a size standard of $15M. This contract will be awarded in accordance with FAR part 15, Negotiated Procedures. Lowest Price Technically Acceptable will be used for evaluation. The Government reserves the right to award a contract to other than the low proposed price. Performance period is 210 calendar days. The contract will be a single award, Firm-Fixed price type contract. Two (2) Contract Line Item Numbers (CLIN) will be incorporated into the contract. CLIN0001 will contain one project replacing generators, and CLIN0002 will contain a second project replacing generators. Estimated magnitude for the total project $1,000,000 and $2,000,000. Bid bonds will be required. Payment and performance bonds will be required within ten (10) days of contract award. The work is required in support of the 1st Special Operations Civil Engineer Squadron. The issuance date for this solicitation is projected to be on/about 13 July 2018. Prospective contractors must be registered in the Systems for Award Management (SAM) www.sam.gov prior to award of the Government contract. Offerors are further advised that failure to register in the DOD Central Registration Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number. Recommend registering immediately in order to be eligible for timely award. This solicitation will be available ONLY via the Internet at the following address: http://fbo.gov.
