Page 4 of 4 COMBINED SYNOPSIS/SOLICIATION 36C24618Q9296 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this action. Quotes are being requested, and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). This synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-98. The North American Industrial Classification System (NAICS) code for this procurement is 337215 with a small business size standard of 500 employees. This procurement is set-aside 100% for Service-Disabled Veteran-Owned Small Business concerns and all eligible offerors may submit quotes. If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). All offerors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award of a federal contract. The record must be complete and not missing elements such as representations and certifications. The Network Contracting Office 6-SAO East intends to award a firm-fixed price contract to procure the following: CLIN DESCRIPTION OF SUPPLIES QTY UNIT 0001 Aluminum upright SHELVING system used to support the storage capacity of surgical rap sets and rigid containers. (Must meet salient specs below) 1 LOT (system) Required Salient Specifications (Specs) for complete shelving system: The frame of the shelving system must be constructed from light alloy anodized aluminum with removable autoclavable stainless steel shelving racks. (No baskets) Each section must have no less than a minimum of 11 racks and no more than a maximum of 12 racks. The shelving racks must be constructed to support the storage capacity of surgical wrapped sets and rigid containers. Each individual shelving rack must support a minimum weight of 30lbs. Each frame s section must have wheels: The two wheels on the front of each section must have locking brakes. All wheels must have fully sealed casters. Must be one shelving system of multiple sections organized into 3 separate rows. Total rows of carts must be able to fit in floor space of no more than 20 ft. x 11 ft. Shelving system must be no more than a maximum of 3 separate rows. The length of each row should be no less than 19ft. and no more than 20ft. Rows 1 and 2 will be back to back with 3 ft. minimum / 4 ft. maximum hallway between rows 2 and 3. See attached example drawing of shelving system setup. The frame s bottom of the shelving system must have a solid surface. Each stainless-steel shelving rack must have a compatible silicone rubber mat. Total shelving system s height must be no less than a minimum of 6 ½ feet and no more than 7 ½ feet. Each stainless-steel shelving rack must be able to transfer to a surgical case cart. Offeror shall provide an itemized list of items. 2. Offeror shall provide a written quote addressing all CLINS. Addendum to 52.212-1 52.212-2 Evaluation-Commercial Items: The Government intends to award a firm-fixed-priced contract resulting from this solicitation to the responsible vendor whose quote conforming to the requirements in this request for quote will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest firm-fixed price will be evaluated first. If vendor quote found to be non-acceptable, the next lowest quote will be evaluated until an offer is accepted. If all quotes are non-acceptable, solicitation will be cancelled. Quote will be acceptable and non-acceptable based on whether proposed shelving system meets all requirements for section (VII) noted above. Vendor will be considered for award only after meeting all requirements of IV VIII above. 52.212-3 Offeror Representations and Certifications Commercial Items VAAR Provisions: 852.273-74 Award Without Exchanges Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov). Quotes are due by 04:00PM Eastern Standard time on June 27, 2018. Quotes received after this date and time will be considered late in accordance with 52.212-1(f) and will not be evaluated. Written quotes shall be submitted via email to Melisha.Evans@va.gov. NO FAXED OR MAILED OFFERS WILL BE ACCEPTED. All submissions become part of the procurement file.
