W912DW18B0012 This is a SOURCES SOUGHT NOTICE / MARKET RESEARCH STUDY to assist the Seattle District U.S. Army Corps of Engineers (USACE) in developing the acquisition strategy for an upcoming Invitation for Bid (IFB) anticipated to result in a Firm-Fixed-Price contract. THIS IS NOT A PRESOLICITATION OR SOLICITATION ANNOUNCEMENT. After review of the responses to this notice, and if the Government still plans to proceed with the acquisition, a separate presolicitation announcement will be published on the Federal Business Opportunities website (FEDBIZOPPS.GOV). Responses to this SOURCES SOUGHT / MARKET RESEARCH STUDY are not adequate response to any future solicitation announcement. The purpose of this notice is to gain knowledge of and determine the availability of potentially qualified Small Business sources and their size classifications relative to the North American Industry Classification System (NAICS) Code of 237110, Heavy and Civil Engineering, Water and Sewer Line and Related Structures Construction. For the purposes of the procurement in this study, a firm is considered a small business if its annual average gross revenue, taken for the last three (3) fiscal years, does not exceed $36.5 million. Your responses to the information requested will assist the Government in determining whether a small business set-aside is possible and/or appropriate. Please note that this research is for planning purposes only and does not constitute a solicitation for competitive bids and is not to be construed as a commitment by the U.S. Army Corps of Engineers. However, all interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and capabilities to compete for and perform the contract described herein. ANTICIPATED CONTRACT INFORMATION: The Seattle District expects to solicit for and award a firm-fixed-price (FFP) contract for project titled "Repair Lift Stations and Mains 2018, JBLM WA". The work will involve the repair of various lift stations and replacement of mains. The minimum requirements for Contractor personnel performing work on this project will be listed in the solicitation. It is anticipated that at a minimum, bidders will be required to submit two projects that were satisfactorily completed and demonstrate work of similar nature, scope, and complexity, either performed by the prime contractor or the subcontractor that will be performing the awarded contract work for this project. The contract work will be located near various buildings located on Joint Base Lewis-McChord (JBLM), Washington. The anticipated magnitude of this construction contract is estimated to be between $1,000,000.00 and $5,000,000.00. This expected construction contract is anticipated to be competitively solicited and procured in accordance with Federal Acquisition Regulation (FAR) Part 14 - Sealed Bidding. SUBMISSION REQUIREMENTS FOR THIS SOURCES SOUGHT: All responses to this SOURCES SOUGHT / MARKET RESEARCH STUDY should include the following information: 1. Firm's Data: Interested firm's name, CAGE Code, address, point of contact, phone number, email address, and small business size status. 2. Capability Narrative: Interested firms must provide a brief capabilities narrative indicating their specific experience with lift station and main repairs, as well as, their specific interest in the anticipated contract described herein. 3. Project Examples: Interested firms are requested to provide a minimum of two (2) project examples that reflect their firm's experience with lift station repairs and sewer main repairs for projects located in Washington, (include specific experience with projects at JBLM, WA, if available) 4. Bonding: Interested firms are also requested to provide information to support their bonding capacity 5. In order to help us determine which method would be most advantageous to bidders and the Government, please specify if your firm would, or would not, prefer electronic bid submission. SUBMISSION DUE DATE/TIME : Responses to this SOURCES SOUGHT / MARKET RESEARCH STUDY should be received as soon as possible but no later than 12:00 pm (Pacific Time Zone) on Friday, June 29, 2018.
