Description
T his project is being solicited under AFFARS MP5332.7. Funds are not currently available for this project, and no award will be made until funds become available. The Government reserves the right to cancel the solicitation, either before or after the proposal closing date with no obligation to the offeror. FAR clause 52.232-18, Availability of Funds will be incorporated into the solicitation. This synopsis is for the Repair Hangar, Bldg 90029 contract for 1 st Special Operations Contracting Squadron at Hurlburt Field, FL. The contractor shall furnish all labor, materials, tools, supervision and equipment and perform all operations necessary to accomplish all work complete in place, as shown on the drawings, specified herein, or as needed to construct FTEV 12-1064 Repair Hangar 801 SOAMXS, Bldg. 90029. Project scope of work is to convert the hangar doors from manual operation to a motorized system. This repair will bring the hangar doors up to current code standards by adding the appropriate alarm/warning system, door controls, and signage to accompany the new motorized system. Markings and signage will be added with this project to meet requirements of Chapters 24 and 29 of AFI 91-203. Installation for this particular configuration will require a chase or cut-out in each existing lead door for a recessed, motor with chain driven sprocket assembly to energize two new replacement door bottom rollers. Work includes controllers, mounting brackets, warning lights, warning horns with a delay, safety switch tie-in to the existing two personnel doors, and the operators. New power provisions will be run from an existing panel in the existing electrical room to a point at the back of the each hangar door pocket. Door operator motors will be 3-Phase power and UL-listed. Also included in the work scope is the replacement of hangar door side and base seals; preparing and painting of the 8' high steel plate cladding on the lower portion of each hangar door leaf interior face; and preparing and painting of personnel doors frames inside and out. This contract will be awarded in accordance with FAR Part 15, Negotiated Procedures. A best Value acquisition using Performance Priced Trade-off procedures will be used. The Government reserves the right to award a contract to other than the low proposed price. This acquisition will be set aside for Women-Owned Small Buinsess (WOSB) offerors only. The North American Industry Classification System (NAICS) code for this project is 238190 with a size standard of $15M. The Period of Performance is 228 Days after the Notice to Proceed. The contract will be a single award, Firm-Fixed-Price type contract. Estimated magnitude for the total project is between $100,000 and $250,000. Payment and performance bonds will be required within ten (10) days of contract award. The work is required in support of the 1 st Special Operations Civil Engineer Squadron. The issuance date for this solicitation is projected to be on/about 09 July 2018. The closing date and time for submission of offers, as well as the date and time for pre-proposal conference will be contained in the solicitation package, which will be made available on the Electronic Posting System (EPS) government point of entry (GPE) website at https://www.fbo.gov/. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Prospective contractors must be registered in the System for Award Management (SAM) Database prior to award of a government contract. Offerors are further advised that failure to register in the SAM Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number.
