Description
Request for Information (RFI) for Social Security Administration's National Medical Evidence Collection THIS IS A REQUEST FOR INFORMATION ONLY. This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire services. Response to this RFI will be treated as information only. The Government will not pay for information provided in response to this RFI or any follow-up information requests. The information provided may be used by the Social Security Administration in developing its acquisition strategy and Statement of Work. In addition to this RFI, SSA anticipates holding a telephonic industry day. SSA will amend this notice once we determine the exact date and time. Background Information SSA is responsible for the Nation's two primary Federal Disability Programs: Disability Insurance and Supplemental Security Income. With the complexities of application processing and the rapid changes in health information technology, our ability to efficiently process disability applications are paramount to effectiveness of the Disability Program. In support of the Disability Program, we request more than 15 million medical records each year from healthcare facilities (hospitals, clinics, physicians, psychologists, pharmacies, and other health professionals) across the country to obtain evidence of an individual's medical condition. Each person who files a disability claim is responsible for providing medical evidence showing he or she has an impairment(s) and the severity of the impairment(s). However, the Social Security Administration (SSA), with the claimant's permission, will help the claimant get medical evidence from his or her own medical sources who have evaluated, examined, or treated the claimant for his or her impairment(s). SSA also requests copies of medical evidence from hospitals, clinics, or other health facilities when appropriate. Obtaining claimant medical records continues to be a labor-intensive and expensive process. SSA is looking to increase the adoption rate of structured data as medical evidence. The Agency manages multiple data collection processes to support the Disability Program. The current processes result in significant burdens on applicants, providers, and the government and are in need of continuous improvement and modernization. Pushing our adoption rate of structured data that meets our interoperability standards will help in addressing these issues. Introduction of Scope of Intent: Using a multi-faceted approach to acquire evidence; the Social Security Administration is looking to increase its efficiency in medical records collection and improve the ability to use structured data in the disability determination process. The purpose of this request for information (RFI) is for the Social Security Administration's Office of Disability Information Systems to gather market research from Industry qualified vendors that can provide medical records at a national scale. This would include hospitals, clinics, physicians, psychologists, pharmacies and other health professionals including but not limited to state agencies, schools and organizations that would have complete and relevant records that would aid in the disability determination process. The intent of this notice is to obtain information from industry vendors regarding their interest, capabilities, and recommendations in developing a proposal for the disability program to augment its national medical records collection services. SSA is interested in a creative and diverse set of scalable approaches in fulfilling its need to receive machine-readable records as structured data. Responses may consider a number of approaches including, but not limited to: a) A consumer-driven approach and how to empower consumers to send records directly to SSA electronically b) Exchange-driven approaches c) Direct connect approaches whereby SSA may directly receive records from one, a few or many medical record providers d) Standards-based approaches that develop a sustainable market adoption of standard record formats that meet SSA's content needs (e.g., FHIR), which requires the vendor to work with 3rd parties to adopt and use a set of standards Vendors can include, but are not limited to, those that provide services in obtaining medical records, or those that have the software capabilities in support of the national collection of medical evidence. Information submitted in response to this RFI will be used to gauge interest of Industry providers willing to support the national collection of medical evidence and develop the capability to receive standardized electronic requests for medical evidence of record (MER), patient authorization and respond to requests with detailed structured medical record information. SSA seeks information from industry for preliminary planning purposes ONLY. This RFI will allow industry the opportunity to verify reasonableness and feasibility of the government's requirement and to affirm that there is a general understanding of the requirement. This RFI is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. The Government will not pay for information provided in response to this RFI or any follow-up information requests. Information Requested This RFI invites input from Industry partners on all aspects of the Social Security Administration's need to collect medical evidence in support of its disability program. Please include the following in your response: a) Company Name and Address b) Company's DUNS number and Type of Company (i.e. large business, small business, small disadvantaged business, women owned small business, HubZone small business, service disabled veteran owned small business) c) Company Point of Contact including phone number and email address SSA is particularly interested in receiving input on the following: 1. The respondent's company profile with program specifications, including information on the respondent's approach, providing detail on how the collection is achieved and managed (example: managed team to collect evidence at distributed locations), business process and integration plan, and design to support the managed national collection of medical evidence required by the Disability Program. Provide information and detail explaining how the respondent manages end to end quality and continuity as well as how do you guarantee all evidence is collected (example: eliminate the possibility of non-responders). Provide detailed information on any technical barriers and associated risks within the context of the proposed solution. 2. The respondent's timeliness of data collection and submission / delivery to SSA disability program. Provide information on the submission process (e.g. Real Time (seconds), Near Real Time (hours), Day, Multi-Day). Respondents should provide detail on the business process / workflow, including but not limited to infrastructure, architecture and interoperability requirements needed to support the business and technical implementation. 3. The respondent's supported data collection and data format capability. SSA currently supports multiple data input channels. Explain how the data will be acquired from the multiple collection points and how data can be provided in a structured format (provide example format and data). Please provide information on data quality capabilities and data formats available as part of the enterprise medical evidence collection process. Please include details on other capabilities and functionality the respondent has in production such as preprocessing and data transformations such as Natural Language Processing, document de-duplication or Machine Learning algorithms that can be applied as part of the service model and aid in providing richer data (example: Doctor, ER, discharge notes). 4. A description of the respondent's information systems capabilities, protocols and internal procedures including the ability to protect information in compliance with the Health Insurance Portability and Accountability Act of 1996 (HIPPA). Include detailed information on system security, auditing, reporting and how the service includes SSA authorization (SSA 827) and ensures confidentiality of personally identifiable data. Include relevant information on governance challenges and considerations (data agreements, needs, rights) and provide detailed information on service level agreements that exists within the service model. 5. As a service provider provide a description of the respondent's disaster recovery plan and ability to maintain continuity of operations and resume services without disruption. 6. Provide information on respondent's experience with similar sized initiatives and implementations in terms of the volume of records and service nationwide. Although SSA is encouraging your input, vendors must not provide proprietary information. All responses must be submitted in an electronic format via email to the Contracting Officer at Christopher.Brennan@ssa.gov. The file size limitation email attachments are 4 megabytes; however, multiple emails may be submitted. Neither telephone responses nor faxed information will be accepted. SSA will not return any information submitted in response to this notice. Responses are due by 4:00p.m. EST on July 13, 2018.
