1. Is this a new requirement? If not, can you share the name of the incumbent contractor? Answer: Yes, this is a new requirement and there is no incumbent contractor. 2. Will there be an opportunity to conduct a site visit prior to the proposal due date? Answer: Yes, there may be an opportunity to conduct a site visit depending on availability of staff. Please e-mail your requested date/time to the contracting office for scheduling. 3. Reference PWS Para. 1.2 Background: "The TFI includes seven additional F-15C aircraft and 90 active duty members stationed at Kingsley Field. This mission increase has bolstered the demand for environmental coordination and support. Due to the increased volume of work, the Civil Engineering Squadron has determined the requirement for an onsite environmental specialist in order to ensure continued accomplishment of mission critical goals and ensure compliance with all environmental programs." Question: Is this requirement for 1 FTE, meeting the qualifications of a minimum of a bachelor's degree and 4 years of experience, or an associate's degree and 8 years of experience in Environmental Management with emphasis in all of the following areas? a. Environmental Engineering b. Natural Resources c. Biology d. HazMat e. Hazardous Waste Handling Answer: No, this requirement is for Environmental Management Services as a Performance-Based Service Acquisition. This is not a personal services requirement. Any individuals hired by the awardee to perform the tasks outlined in the PWS must meet the minimum qualifications. 4. Referencing PWS paragraph 1.4.12 - Special Qualifications: Environmental engineer and natural resources are duplicated. Is this intentional? Answer: No, this was not intentional. 1.4.12 should read ‘Special Qualifications: Worker(s) under this contract must possess a minimum of a bachelor's degree and 4 years of experience, or an associate's degree and 8 years of experience, in environmental management with emphasis in the following areas: environmental engineering, natural resources, biology, hazmat, hazardous waste handling. 5. In looking at the tasks (PWS section 5.0) it appears most of the PWS requirements pertain to administrative tasks that can be performed by Environmental Engineering and Hazardous Waste personnel. Can you provide insight as to what tasks may require a natural resources specialist or biologist? Answer: The installation must ensure natural resource management and compliance while maintaining Kingsley Fields mission operations. Resource specific management practices must be identified for endangered species, bird-aircraft strikes, wetlands and waters, biological data for wildlife and aquatic species, among many other natural resources related tasks. A natural resources specialist has major responsibilities also listed in #3. 6. Referencing PWS paragraph 5.1 - how many satellite accumulation points/sites (SAPs) are there currently that need to be inspected biweekly? Answer: Approximately 33 Satellite Accumulation Points. 7. Is there a 90-day storage facility on site? and/or what are the shipping requirements for waste from the SAPs? Answer: Yes, there is a 90 day hazardous waste central accumulation point (CAP) on site. Waste from SAPs are turned in to the CAP by shop hazardous waste POCs when container or time limit is reached IAW RCRA regulations. Most waste is shipped out from the CAP IAW RCRA and DOT requirements. 8. How many hazardous characterizations need to be conducted on average per month? Answer: Approximately 5 characterizations per month; however, this number can change drastically depending on unexpected waste generation events. 9. The following questions are refer to Technical Exhibit 1, Performance Requirements Summary: a. PWS Para. 5.2, 5.3, 5.6, 5.7 and 5.11 - What is the typical work load for these work efforts? Answer: Daily workloads will vary depending on base operations and customer service needs. One day might be spent working on one task, while another day might be broken up working on 5 different tasks. b. PWS Para. 5.4 - How many point source and non-point source locations are on the base? Answer: All point source and non-point source locations will need to be evaluated. c. PWS Para. 5.5 and 5.10 - Is the base currently using ESOHMIS or similar system to track Hazardous Waste and Hazardous Materials? Answer: Yes, the base is currently using EESOH-MIS to track hazardous waste and hazardous material. d. PWS Para. 5.9 - Is the base currently operating under a Title V Permit? We operate under an ACDP Permit. 10. Will the government furnish vehicles? If so how many and what type. Answer: The government will not commit to furnishing a vehicle. 11. Will you provide the Kingsley Field Hazardous Waste Management Plan and SPCC Plan? Answer: Necessary plans will be provided to contractor as needed. 12. What is the Kingsley Field current Hazardous Waste Generator Status (i.e. Conditionally Exempt, Small Quantity, or Large Quantity Generator)? Answer: Large Quantity Generator 13. Is waste currently release to DRMO for disposal or does base have its own contractor? Answer: This information will be provided to the awardee on an as-needed basis. 14. Is there a sampling contract in place with EPA/State certified laboratory? Answer: Samples are sent to certified labs using EPA methods for analysis. 15. Will contractor be collecting samples and preparing appropriate documents? Answer: No. Refer to 5.2 in PWS. 16. Will you provide copies of annual/Biennial hazardous waste Reports to State and EPA? Answer: Government provides all required reports to state and EPA. Reports will be provided to contractor is on an as-needed basis. 17. Will you provide the Kingsley Field Solid Waste Management Plan and Recycling Plan? Answer: Refer to question 11 answer. 18. Will you provide a copy of your annual solid waste and recycling reports? Answer: Reports will be provided to the contractor on an as-needed basis. 19. Will you provide a copy of your Pollution Prevention Plan? Answer: Refer to question 11 answer. 20. Will you provide your Title V, NPDES & MS4 permit numbers (if applicable)? Answer: This information will be provided to the awardee on an as-needed basis. 21. Will you provide your Storm Water Pollution Prevention Plan(SWPPP)? Answer: Refer to question 11 answer. 22. Will you provide a copy of your last pollution prevention/waste minimization opportunity assessment? Answer: This information will be provided to the awardee on an as-needed basis. 23. Is data for TRI/Tier II reporting collected from EESHO-MIS or is it manually collected from each source? Answer: Not sure what EESHO-MIS is. 24. Will you provide copies of your last TRI/TEIR II Reports (if applicable)? Answer: This information will be provided to the awardee on an as-needed basis. 25. Does review of documents include NEPA and master planning documents? Answer: Some document review may include NEPA. 26. Will Contractor have to develop training curriculums? Answer: Refer to 5.8 in PWS. 27. How often is training conducted? Answer: Different programs require different requirements. Too broad of a question. 28. Will you provide your Air Permit Number? Answer: This information will be provided to the awardee on an as-needed basis. 29. Will you provide your latest emissions inventory Answer: This information will be provided to the awardee on an as-needed basis. 30. Will you provide the number of site currently under corrective action (RCRA /CERCLA) and their status? Answer: This information will be provided to the awardee on an as-needed basis. 31. Will contractor be involved in managing any aspect of sites currently in corrective action process, aside from review of documents? What type of deliverable is expected from contractor regarding this task (i.e. reports - comments and data gaps regarding compliance with RCRA/CERCLA corrective action process)? Answer: Refer to Performance Requirements Summary in PWS. Type of deliverable is dependent on task. Could be report, spreadsheet...etc. 32. Will contractor be required to cleanup spills or support in cleanup/remediation operations? Answer: Contractor will not be required to clean up spill. Contractor may assist Environmental Office in remediation recommendations, procedures, and reporting. 33. What tasks are required from contractor regarding spills and cleanups Answer: Contractor will not be on the spill response team.
