Previous notices for this procurement are posted under SPE603-18-R-0510. All further notices will be posted under this announcement for SPE603-18-R-0529. Proposals in response to this solicitation are due on July 23, 2018 at 1:00 p.m. Ft. Belvoir, VA time. Questions pertaining to the solicitation should be submitted via email to wing.wong@dla.mil no later than Tue, June 23, 2018, at 1:00 p.m. Ft. Belvoir, VA time. Responses will be posted as an amendment to the solicitation. PLEASE note solicitation number and location in subject of email. A pre-proposal conference is To Be Determined. Point of contact for the conference is wing.wong@dla.mil. This Request for Proposals is for Alongside Aircraft Refueling Services to include managing, maintaining, and operating Government Owned Fuel and equipment at the Government Owned, Contractor-Operated (GOCO) facilities at Joint Base Lewis McChord & Yakima Training Center, WA. Services include providing all technical support,personnel, supervision, equipment, tools, materials, and other items as required by the Performance Work Statement (PWS) on behalf of DLA Energy, in support of the Department of Army. DLA Energy will follow source selection procedures in accordance with FAR 15.101-2 - Lowest Price Technically Acceptable (LPTA) for this acquisition. The expected period of performance is Oct 1, 2018 through Sep 30, 2022(4 years) with one five-year option from Oct 1, 2023 through Sep 30, 2027, and option to extend up to six months from Oct 1, 2027, through Mar 31 30, 2028. This acquisition will be full and open competition without small business set aside. The NAICS Code is 493190 and the threshold for Small Business is $27.5 million in annual receipts. All responsible Small Business offerors may submit an offer for consideration. IMPORTANT NOTICE: All potential offerors submitting bids, proposals or quotes on Department of Defense solicitations must be registered in the System for Award Management (SAM) prior to award of the contract.
