Description
The Federal Bureau of Prisons (Bureau) is currently examining alternative procurement methods for Residential Reentry Services to include In-House services, Day Reporting Services and Home Confinement Services within the entire state of North Carolina. The solicitation is anticipated to be for a requirements type contract, which will be required to have multiple performance sites/locations within the state where services will be required. Each identified location will have an estimated number of placements, to include in-house, and home confinement residents. It is anticipated that all services will be solicited under a single procurement for the entire state of North Carolina, and will require that the successful offeror provide all services within the state of North Carolina. The requirement is anticipated to be for an estimated 600 placements state-wide (a combination of: RRC, Home Confinement, and Day Reporting Center), with a minimum of one identified location within each judicial district (Eastern, Middle and Southern). The Bureau would like input from providers of services in the community as to the feasibility of this particular method of procurement. Please provide responses to the following questions: Please describe your experience in providing RRC, Home Confinement, and Day Reporting Center services, to include monitoring of these types of programs. Describe your capability to provide all three types of services simultaneously statewide as described above. Describe any efficiencies that may be achieved and how they would benefit the Bureau. For instance: resources, supply chains, transfers, emergency contingencies, building quality, programming, etc. Describe what subcontracting resources and/or teaming arrangements you anticipate you would pursue in order to provide all three types of services simultaneously within the state of North Carolina. Do you anticipate any of this would need to be subcontracted? If yes, which parts and what percentage of the total requirement? Describe any alternative methods (other than 1 or more per district) to supplying services to the returning inmate population in North Carolina under this procurement that you believe the Bureau should consider. Based on your industry expertise, do you think this type of procurement is feasible, and why? If the Bureau were to issue a solicitation for reentry services covering the entire state of North Carolina, describe how you would perform the requirement in a manner that is cost effective. Based on your industry expertise, do you believe this method of contracting would provide cost savings to the Bureau over the current method? If so, why? Describe the challenges which may be faced to find suitable locations for a program of this magnitude? Please be specific. Are there any legal barriers that would prohibit or considerably slow down the procurement process for this procurement method? If so, please identify them and explain the efforts and methods necessary to overcome them. What zoning issues, if any, do you anticipate with this requirement? What would have to be done to overcome any identified issues? Are there any known judicial district, state, or regional concerns in relation to providing this type of service? Are there any laws or ordinances precluding the housing of certain types of inmates (e.g. sex offenders), that may affect a procurement of this type? If yes, please provide a copy of the law and/or ordinance. Also, if yes, what, if anything, can the Bureau do to help offerors address those laws or ordinances through the procurement process? Are there any known environmental issues/concerns with this type of procurement? Are there innovations in providing this type of service that the Bureau could benefit from? If yes, what are they? Are there any questions that you believe we should ask the community to gain a better understanding of this method of procuring these services? Please provide any additional comments that may be helpful in assessing this method of procurement.
