Description
THIS IS A SOURCES SOUGHT NOTICE. THIS IS NOT A REQUEST FOR PROPOSAL. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. No contract will be awarded from this announcement, and no reimbursement will be made for any costs associated with providing information in response to this notice. NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is issuing this sources sought notice as a means of conducting market research to identify eligible contractors to furnish effort including labor, material, and facilities as may be required to repair and/or modify the ordered quantities of spare repairable assemblies described in this announcement. The spare repairable assemblies to be repaired and/or modified under this agreement are set forth by manufacturers part number and constitute Government Property as defined in FAR clause 52.245-1 Government Property or 52.245-1 Alternate I, as applicable. The Government is seeking sources for repair of NSN 7RE 1680 011298402, P/N R5311-5, ACTUATOR, which is in support of the H-53 Helicopter. This item is subject to the Buy American Act. The contractor shall provide the necessary facility, labor, materials, parts, as well as test and tooling equipment required to return the items to a Ready For Issue (RFI) condition, this effort will include the replacement of Servo-Amplifier Controller, P/N 5520304-1 in accordance with DEPOT MAINTENANCE TECHNICAL MANUAL NAVAIR A1-220PA-140-500. NAVSUP WSS is also seeking to determine if there are any commercial items (CI) or non-developmental items (NDI) that will satisfy the repair needs of this forthcoming procurement. Vendors shall also indicate whether they are a large, small, small disadvantaged, 8(a), HUBZone small business, veteran-owned small business, service-disabled veteran-owned small business or women-owned small business. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards may be made. Eligible contractors shall provide: 1) Company Name and Cage Code 2) Part Number/NIIN eligible to repair 3) Is your company the Original Equipment Manufacturer (OEM)? 4) Is your company seeking to repair the P/N(s) in #2 as a CI or NDI part? a) What is the CI or NDI repair part that will satisfy these requirements? 5) Is your company capable of repairing the P/N in #2 but your company is not the OEM? a) Explain how your company has the technical capacity to perform the necessary repairs. 6) Is your company a Small Business? If so, what type of Small Business? 7) Company POC This item requires Government Source Approval prior to award. If you are not an approved source you must submit, together with your proposal, the information detailed in the NAVSUP-WSS Source Approval Information Brochure for Repair. Information for submitting a Source Approval Request package can be obtained at: https://www.navsup.navy.mil/public/navsup/wss/business_opps/. Source Approval is required. WSS will not delay award while Source Approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after date of publication of this sources sought notice will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested parties who consider themselves qualified to perform the above-listed repairs are invited to submit a response to this Sources Sought Notice by COB October 31, 2017.
