- NOTICE OF INTENT TO SINGLE SOURCE Synopsis: This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions." The U.S. Army Corps of Engineers (USACE), Portland District intends to award a firm-fixed-price service contract to Miles Light, 1105 Maple Ct, Broomfield, CO 80020-1049. The purpose of this acquisition is to update an existing Economic Consequences Assessment Model (ECAM) to utilize free open source data, deliver the executables, and redeploy the ECAM service. The current ECAM was developed for the purpose of analyzing the indirect economic consequences related to civil works projects. The ECAM computes indirect economics that are in accordance with published guidelines for Dam Failure consequence analysis published by the U.S. Department of Homeland Security (DHS). Work under this contract is to be completed within eight weeks from award. This particular ECAM model was developed by Dr. Miles Light in in cooperation with USACE's Hydraulic Engineering Center and DHS. The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1) - Soliciting from a Single Source for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this single source action. The NAICS code is 541690 - Other Scientific and Technical Consulting Services. The size standard as defined by the U.S. Small Business Administration is $15,000,000 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to complete the above services in the required timeframe. If no affirmative written responses are received by 12:00 PM Pacific Time on July 9, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
