Description
Most Recent - Trapezoidal (V-Shaped) Fenders Drawing SLS-370-69-1A (R1) Most Recent - Square Fenders Drawing SLS-370-200 (R4) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes (offers) are being requested and a written solicitation will not be issued. Solicitation number 6923G518Q0762 is issued as a request for quotation. This requirement is a Small Business set-aside and only qualified offerors may submit quotes. The applicable NAICS code is 326291 and the size standard is 750 employees. SLSDC intends to purchase custom fabricated rubber marine fenders. The fender elements shall be manufactured from a natural, butyl or EPDM rubber, which is compounded to provide satisfactory resistance to aging, water exposure, weathering, fatigue and abrasion. Utilization of polyisoprene may be accepted if the fenders meet all specifications and requirements of this solicitation. The material shall be uniform in quality and free from any contamination, cracks or defects that could be detrimental to the usefulness or performance of the fender. The rubber fender material shall be suitable for service in ambient temperatures of -40°F to +100°F and meet or exceed the following requirements: Property Testing Standard Requirement Min. Contractor may bid on Item 001 (miter gate fenders), OR Items 002 & 003 (trapezoidal fenders), OR both. 2. SLSDC may award any or none of the line items above. If optional Item 003 is awarded to a Contractor, it will be awarded with Item 002 to the same Contractor. 3. SLSDC may award Item 001 (miter gate fenders) to a separate Contractor than for Items 002/003 (trapezoidal fenders). *All offers must be made using the Bid Schedule above which is provided as an attachment named Bid Schedule. *Final Inspection and acceptance shall take place at the Destination. A Technical Point of Contact appointed at the time of contract award will be responsible for technical monitoring, inspecting and accepting offers and the final product. Only substitutions approved by the Saint Lawrence Seaway Development Corporation will be accepted. Partial shipments will not be accepted and the delivery terms are FOB Destination. *52.217-7 -- Option for Increased Quantity -- Separately Priced Line Item (Mar 1989) The Government may require the delivery of the numbered line item 1001, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 60 days after contract award. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.(End of Clause) *Delivery Date shall be 30 days after approval of all submittals. Submittals: 1.) Bid Schedule. 2.) Product specifications and information sheet. 3.) List of three similar sales in the last ten years. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. 52.212-2 Evaluation of Commercial Items applies to this acquisition as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The contract will be awarded in accordance with FAR 15.101-2, Lowest Price Technically Acceptable (LPTA) source selection process. The following factors shall be used to evaluate offers: 1.
