- FAR 52.212-5 Contract Terms and Conditions -- Commercial Items (Jan 2017) Offeror Representations and Certifications -- Commercial Items (Nov 2017) DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FAR Part 13 procedures are being utilized. The Government reserves the right to award without discussion. •· The solicitation document, FA8604-18-Q-5052, is a Request for Quotes (RFQ) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-89. •· The associated NAICS code is 519130; small business size standard is: 1000. •· This requirement is for the following commercial supply: CLIN Item Description LOT 0001 American Psychological Association 1 Electronic access to the subscription shall be provided for the period of 01 August 2018 - 31 July 2019. 1001 Option 1: American Psychological Association 1 Electronic access to the subscription shall be provided for the period of 01 August 2019 - 31 July 2020. 2001 Option 2: American Psychologic Association 1 Electronic access to the subscription shall be provided for the period of 01 August 2020 - 31 July 2021. 3001 Option3: American Psychological Association 1 Electronic access to the subscription shall be provided for the period of 01 August 2021 - 31 July 2022. 4001 Option 4: American Pscyological Association 1 Electronic access to the subscription shall be provided for the period of 01 August 2022 - 31 July 2023. Requirement Description The American Psychological Association (APA) online databases are used within the mental health and health science communities. The APA databases include PsycARTICLES, PsycINFO, PsycBOOKS and PsycEXTRA. PsychARTICLES is a source of full-text, peer-reviewed scholarly and scientific articles in psychology. PsychINFO database is a resource for abstracts of scholarly journal articles, book chapters, books and dissertations. PsycBOOKS provides access to the most current library of APA-published scholarly books, including all of the reference titles in the APA Handbooks in Psychology series. PsycEXTRA database provides access to the latest conference proceedings, newsletters, reprots, patient-oriented factsheets and brochures, magazines, monographs, standards and guidelines, supplementing traditional peer-reviewed journals and professional books. A Firm Fixed Price (FFP) purchase order is anticipated. The subscription shall be provided for the period of 01 August 2018 - 31 July 2019 with 4 options year with a period through 31 July 2023. Product Characteristics an equal item must meet to be considered •· Full-text online access (where applicable) to journal articles in optics and physics, in either downloadable PDF or HTML format (PDF is preferred). •· All graphical figures and citations of the original full-text article must be available within the digital document (object) that stands for that article. •· Search interface that includes numerous primary categories and ability to perform keyword and other specialized topical queries for effective searches. •· Individual account creation for saved searches and alerts. •· IP authentication (institutional multi-user, single campus subscription). •· Librarian-accessible COUNTER-compliant usage data for searches and downloads. •· Exclusive copyrights to their data. •· The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. If there is any conflict between 52.212-1 and this combined synopsis/solicitation, the combined synopsis/solicitation shall take precedence. The quote shall include a description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature or other documents if necessary. If an offeror requires an end use license agreement, this shall be included in the quote. The CO is also requesting electronic access to the offered products for three (3) days. Please include instructions to obtain this access. The access provided is strictly for evaluation purposes only. The Government shall not receive a benefit from the three day access. This will be used if the selection cannot be made based on the vendors quote alone. It may also be used to verify the content in the quote. •· The provision at 52.212-2, Evaluation --Commercial Items, does NOT apply to this effort. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability of the item offered to meet the Government requirement Price The relative importance assigned to each evaluation factor is not provided, in accordance with FAR 13.106-1(a)(2). Comparative evaluations of offers will be conducted to determine which product is most advantageous to the Government, price and other factors considered.
