Sources Sought Synopsis Synopsis: Renovate Building 9212 into Community Activity Center The purpose of this sources sought is to gain knowledge of the potential interested small business sources for this project. The Government is considering a set aside for socioeconomic status. This notice is for planning purposes only. All interested parties should respond. MICC-FH, may issue a solicitation and award of a contract to "W91151-18-B-0024". The magnitude of this project is between $500,000 and $1,000,000. The anticipated NAICS code(s) is NAICS Code 236220 Commercial and Institutional Building Construction and standard business size is $36.5M. Description of project is as follows: The purpose of this project is to Renovate building 9212 into the Community Activity Center to include but not be limited to reconfiguration of walls, replacement of ceilings and floors, upgrading of lighting fixtures and controls, and repair/reconfiguration of infrastructure within the facility. Also included are multiple architectural features and treatments to improve the overall aesthetics of the facility. The Contractor SHALL provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. All work shall comply with all State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. The Contractor's contract management team shall be comprised, at a minimum, of a Project Manager, a full-time dedicated Superintendent (IAW 52.236-6, Superintendence by the Contractor), and a Quality Control Manager. Under this contract, the Contracting Officer will not authorize any interim approval of key personnel based on pending class completion, attainment of required training or licensure, or any other reason preventing the individual from being fully qualified. The Contractor shall be responsible for obtaining all required licenses and permits to perform building renovation requirement work on a Federal installation, be properly bonded and insured in accordance with FAR requirements. The Prime Contractor SHALL provide proof of being in the business of commercial and institutional building renovation as a prime contractor for a minimum of five (5) years. The Contractor's Project Manager, Superintendent, Quality Control Manager and Metal building system manufacturer shall each have a minimum experience in building renovation. The Project Manager SHALL Provide Engineering Degree, Construction Management Degree, Project Management Professional (PMP) from the Project Management Institute, OR verifiable work history of a minimum of 10 years' experience a Project Manager, Superintendent, or Quality. The Project Manager shall not be the principle, owner, or president of the company. The Superintendent SHALL Provide verifiable work history of at least five years' experience as the Site Safety Health Officer The Quality Control Manager SHALL have verifiable work history of five (5) Metal building system manufacturer must have a minimum of five (5) years ‘work experience as a qualified manufacturer. All key personnel SHALL have 30 hours of Federal OSHA Safety and Health standards. This is only the market research phase of this requirement. By no means does this sources sought mean that the Government will enter into an agreement with your agency. The Government is trying to determine if there is adequate competition in order to compete this requirement.
