Description
Delineated Area Map State: Georgia City: Atlanta Delineated Area: See narrative and map attached. Minimum Sq. Ft.(ABOA): 125,000 (Approximately 162,000 RSF) Maximum Sq. Ft. (ABOA): (Maximum Rentable 162,000 RSF) Space Type: Office/Lab Parking Spaces (Total): 27 Government Owned Vehicles +The greater of 1:1000 RSF or local jurisdiction code Parking Spaces (Surface): The greater of 1:1000 or local jurisdiction code Parking Spaces (Structured): 0 Parking Spaces (Secured): 27 Government Owned Vehicles Full Term: 20 Years Firm Term: 20 Years Option Term: N/A Additional Requirements: Offered Space must be contiguous. The Space shall consist of laboratory areas and associated office areas. Laboratory areas are a minimum of 71,000 ABOA SF and associated office areas are a minimum of 54,000 ABOA SF. ABOA SF measurements herein are exclusive of elements such as restrooms, mechanical spaces, fire egress corridors, elevators, stairwells, lobbies, building amenities and other common areas. Column spacing must be no less than 22 feet to allow for a functional and economical layout. A standard laboratory module is 11 feet by 11 feet. The Space use will include office and laboratories used for testing of food, ceramics, meats, cosmetics, drugs, tobacco and others products falling under the agency's purview. The entire Space shall have a minimum of 10- foot-high ceilings with 6 feet clear above the ceiling to the underside of the lowest obstruction. Offered Space must be able to accommodate mechanical, electrical and plumbing systems with N+1 redundancy complying with the NIH Design Requirements Manual (DRM) in lab areas. The Building shall not be greater than 4 stories. If offered Space is in a multi-tenanted building and/or it is greater than a single-story, it shall be equipped with a freight elevator. If offered Space is in a multi-tenanted building, another tenant cannot be located below or above the lab areas. A single-tenant building is preferred. The Building shall be equipped with a loading dock capable of handling up to a 73-foot-long tractor trailer and the site shall accommodate its required turning radii. The Space must have adequate external area available for installation of new grade-mounted equipment (i.e., generator, chillers, process bulk liquid gas tanks, screened dumpster area). The Building shall have a minimum 50-foot setback subject to Government's review of individual Building or site features. The Space shall be in a modern quality building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum or other permanent materials in good condition and acceptable to the GSA Lease Contracting Officer. If not a new building, the Space offered shall be in a building that has undergone, or will complete by occupancy, modernization or adaptive reuse for the Space with modern conveniences. Sites unencumbered by sources of solar glare, excessive heat release, harsh environmental conditions, fumes and odors, or excessive noise or vibration are desired. Lab areas housing vibration sensitive equipment shall be located in areas that meet equipment manufacturer's vibration criteria for vibration stability. Locations shall not be proximate to high noise and vibration areas; or near high electrical power substations/ transformers due to the sensitive nature of the laboratory equipment. Compliance with the more stringent requirement of IBC or NIH Design Requirements Manual regarding Occupancy/ use minimum concentrated live loads is required. "The design of Food and Drug Administration (FDA) laboratory and laboratory-support facilities shall be per the current edition of the National Institutes of Health (NIH) Design Requirement Manual (DRM), with the exception of Appendix J, ‘Lease Facilities DRM Checklist.' This Program of Requirements (POR) has been authored with the DRM as a guiding resource in all aspects of technical requirements, project methods, and administrative procedure. It is the responsibility of the designer of record, as it considers the requirements herein and incorporates/adapts them to a design effort, to continue to adhere to the DRM. Should circumstances of a specific facility, project, design effort, and/or economic reality seem to render a requirement of the DRM infeasible or irrelevant, it is the responsibility of the designer of record to identify said requirement and submit a Request for Waiver to the FDA per the process and format contained within the DRM. Should a requirement within this POR be found to contradict with the DRM, the DRM shall govern, unless specifically determined otherwise and/or waived by the FDA. The designer of record is responsible for adhering to local building code, lease requirements and restrictions, and other applicable regulatory requirements in the design of laboratory and laboratory-support space and identifying conflicts that may arise with the NIH DRM, if any. The FDA will determine the need for a Request of Waiver or alternate resolution to said conflicts. Non-laboratory space design (e.g. offices, restrooms, and administrative support spaces) is not subject to the NIH DRM guidelines and shall be per the relevant and current building codes as determined by the Authority Having Jurisdiction (AHJ), and as guided by lease requirements and restrictions. The A/E is responsible for providing economical and practical design where DRM guided and non-DRM spaces are intermingled (e.g. an office within a laboratory suite) and communicating related decisions to the FDA for review." Note: ABOA SF does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors and public toilets required by local code. The Building must be able to comply with the Americans with Disabilities Act and meet certain security requirements as set forth in the Interagency Security Committee Standards and the Department of Justice Security Standards. Offered Space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. A fully serviced lease is required. 24-hour access is required. Offered Space shall not be in the 100-year flood plain. All submissions should include the following information: (1)Name of Owner; (2)Address or locational description of the Building; (3)Age of Building; (4)Total existing gross square feet; and gross square feet per floor; (5)Site plan depicting the Building and parking; (6)Floor plan and gross square footage of the proposed Space; (7)Identification of on-site parking to include secured on-site parking; (8)A map demonstrating the Building is within the delineated area; (9)FEMA map evidencing that the Building lies outside the 100-year floodplain; (10)Building owners must provide evidence of ownership. Non-owners (e.g. prospective developers/lessors) submitting a building must provide evidence of permission or authority granted by property owner to submit the Building to GSA for development; (11)Any information related to title issues, easements and restrictions on the use of the Building; (12)A description of any planned land development or construction which will affect the Building including neighboring projects and road/ utility line construction. (13)A qualified design and construction team with demonstrated laboratory facility experience to include 5 similar projects.
