Description
TITLE: Military Health System Virtual Health Program Request for Information (RFI) INTRODUCTION: The Military Health System's (MHS) Virtual Health Program (VHP) incorporates a collection of modalities that, together, will change the face of military medicine. The end state will be a MHS virtual health (VH) system under a centralized program structure that is user-friendly, globally connected, image-enabled, interoperable with MHS health systems, operationally relevant, secure, and patient-centered, while leveraging a patient engagement tool via an integrated electronic health record (EHR) to fulfill NDAA joint health services enterprise requirements. Virtual health is a valuable component of the MHS in and around Military Treatment Facilities (MTFs), referred to as garrison, as well as when the military deploys to theater arenas across the globe. Expanding the use of VH improves patient access to care; improves efficiencies by minimizing treatment delays and expediting referral processes, particularly for psychological health and field care; facilitates continuity of care with patient-centered medical homes; minimizes the number of specialists required to be staffed at individual facilities to support primary care providers, reducing reliance on expensive brick-and-mortar facilities; and directly engages tech-savvy young adults who comprise the majority of our beneficiaries. Recognizing these factors, the 2018 MHS VHP strategic plan recommends multiple areas for expansion, including provisioning of VH at provider and patient locations internal or external to treatment facilities, expanding clinical virtual video visit capability, and establishing a single MHS-wide teleconsultation system which includes enterprise imaging. AUTHORITY: The DHA Component Acquisition Executive J-4 is issuing this Special Notice Request for Information (RFI) for the purpose of Market Research as required by the Federal Acquisition Regulation (FAR) 15.201 and FAR 10.002. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. GENERAL INDUSTRY PARTNERSHIP NETWORK (IPN) PURPOSE: The DHA IPN Program, within the Component Acquisition Executive (CAE) (J-4) Directorate at the DHA, intends to use industry responses and communications from this notice as market research for subsequent acquisition strategies. DHA seeks information on availabilities, capabilities, and other pertinent marketplace data to strengthen the DHA's understanding of the current and future marketplace to enhance its ability to obtain quality services economically and to efficiently and lawfully establish potential vendor source files, listings and requirements. The DHA will not award any contracts under this notice. DHA'S SPECIFIC DESCRIPTION OF PROBLEM AND MARKET RESEARCH NEED: MHS has already achieved impressive VH milestones in both garrison- and operationally-based VH environments. However, MHS needs a truly unified and comprehensive VH system. Currently, providers and beneficiaries only have access to services and tools that are too often a function of the military treatment facility (MTF) location, MHS region, and component in which they are located. The 2017 National Defense Authorization Act (NDAA) required the MHS to undergo a reorganization of its health care delivery approach, with a goal of greater coordination, improved care, and increased efficiency. In addition to the overall restructuring of MHS care, NDAA 2017, Section 718 requires the availability of primary care, urgent care, behavioral health care, and specialty care VH throughout the MHS direct care and purchased care networks. Please refer to the attachments Table A, Figure 1 and Figure 2, and Appendix A to this RFI for the following: Table A provides a summary list for MHS VHP clinical initiatives and whether they are considered within the scope of this RFI. Centralized VHP Management Structure INFORMATION SOUGHT BY THE DHA: DHA is seeking submissions that include a creative solution to our proposed set of VHP initiatives. A valuable submission will: • Provide a technological approach for delivering the MHS VH program. • Integrate technology into our current and future DHA platforms. • Provides a hierarchical structure for management of operations. • Include technology solutions for the entire care spectrum from the beneficiaries' home to any place where DOD provides healthcare. Companies shall consider both the description in Appendix A and each of the proposed requirements listed below. When proposing a response, contractors shall address an overall technical approach to VH while addressing proposed requirements for each initiative. Should a requirement below seem unrealistic, let us know that too. When possible, technical architecture diagrams are preferred. DISCLAIMER AND IMPORTANT NOTES: THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. This notice constitutes solely a market research effort as described under FAR 10.002. This notice does not obligate the Government to award a potential contract or otherwise pay for the information provided in response. The Government may invite certain respondents to an in-person meeting as a follow-up to this RFI. The Government will not pay for expenses related to this in-person meeting. The Government reserves the right to use results of the communications with industry for any purpose consistent with, and not otherwise prohibited by FAR Part 10. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, in no case shall responses to this notice be considered either a response to a solicitation or a submission of an unsolicited proposal, as defined by FAR 2.101. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. Industry responses will be shared with DHA staff for the purpose of market research. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). NEXT STEPS: Submittals should be emailed to the Government's IPN team on or before July 6, 2018, see email address below. All responses will be reviewed and assessed by DHA staff. Several contractors may subsequently be invited to present additional details regarding their submittals at an in-person meeting with the Government in August 2018. The POC sending your submission will be notified about this meeting via email. Contractor's responses that fail to address the information sought will not be reviewed by the Government. We greatly appreciate your time and look forward to learning from the submission. Each of the responses will be maintained by the DHA as a source of market research information and published on an internal SharePoint site.
