- Clause Addendum Specification Tow Tractor (TUGS) CDRL A002 (Warranty_2) CDRL A001(Job Manuals_1) Description: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 using Simplified Acquisition Procedures for commercial information found at FAR 13 and as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W58RGZ-18-R-0217 and the solicitation is issued as a request for proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC Number/Effective Date: 2005-97 / January 24 2018. (iv) The 2 Tow Tractor, M100 with Cummins QSB3.3 Turbo, diesel, are brand names used by Corpus Christi Army Depot to standardized their fleet of Tow Tractors by utilizing and maintaining the NMC-Wollard brand. The Authority cited is Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 as implemented by FAR Subpart 13.5(a)(2). The Army Contracting Command - Redstone Arsenal anticipates issuing a brand name firm‐fixed price contract for the procurement. (v) The following list of line item numbers, quantities, and units of measure are anticipated for this requirement: CLIN 0001 - Tow Tractor, (M100 with Cummins QSB3.3 Turbo Diesel) Quantity: 2 Units of Measure: Each CLIN 0002 - Warranty, (2 year Limited Warranty) Quantity: 2 Units of Measure: years This is not separately priced CLIN 0003 - Manuals, (Operator's Manuals) Quantity: 2 (one per Tow Tractor) Units of Measure: Each This is not separately priced Solicitation Number: W58RGZ‐18-R-0217 Set Aside: N/A Description: The Corpus Christi Army Depot (CCAD) has requested to purchase (2 each) Tow Tractor (TUGS) Model 100 Cummins for the Directorate of Infrastructure and Risk Management in support of the Industrial Trades Branch. The equipment will be used to transport equipment trailers and aircraft and equipment for all of Corpus Christi Army Depot (CCAD). This procurement action is to maintain a standardized brand. The Corpus Christi Army Depot has standardized their fleet of Tow Tractors by utilizing and maintaining the NMC-Wollard brand. Data plate and markings: on every tow tractor the manufacturer shall stamp install a durable, corrosion resistant nameplate, legally inscribed with the following information: a. Tow tractor model and tow tractor serial number; b. approximate service weight of tow tractor; c. designation of compliance with the mandatory requirements of ANSI 56.9 applicable to the manufacturer; d. type designation to show conformance with the requirements, such as those prescribed by Underwriters Laboratories Inc., or Factory Mutual Research Corp; e. Maximum drawbar and coupler height. 29. Offerors are reminded that to be awarded a government contract you MUST possess a DUNS (Dun & Bradstreet; http://fedgov.dnb.com/webform) and CAGE (www.dlis.dla.mil/Forms/Form_AC135.asp) numbers and be registered in SAM (https://www.sam.gov/portal/public/SAM/) in accordance with FAR 52.204-7 System for Award Management Registration (August 2012). (vii) The provision at 52.212-1, A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (viii) The provision at 52.212-2, Evaluation - Commercial Items, applies to this acquisition. An addendum to this clause is provided in Attachment 2. (ix) Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with the quotation. In accordance with Subpart 4.12-Representations and Certifications; 4.1201 Policy. (a) Prospective contractors shall complete electronic annual representations and certifications at SAM accessed via https://www.acquisition.gov as a part of required registration (see FAR 4.1102). (b)(1) Prospective contractors shall update the representations and certifications submitted to SAM as necessary, but at least annually, to ensure they are kept current, accurate, and complete. The representations and certifications are effective until one year from date of submission or update to SAM. (x) The provision at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (xi) The provision at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders - Commercial Items, applies to this acquisition. The specific FAR clauses listed in this applicable to this acquisition are identified in Attachment 2. (xii) Additional contract requirements: WAWF: This contract will utilize Wide Area Workflow (WAWF) which is a secure Web-based system for electronic invoicing, receipt and acceptance. The WAWF application enables electronic form submission of Invoices and Government Inspection and Acceptance documents in order to support DoD's goal of moving to a paperless acquisition process. (xiii) The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition.(xv) All proposals must be submitted to the Contracting Officer no later than 4:00 p.m., Central Time, on 12 July 2018. All quotes shall be submitted in English and include the company point of contact, phone number, and email address. Only electronic (Email, CD-R, or DVD-R) copies of the quote shall be accepted using the email or mailing address identified in paragraph (xvi). Quotes shall include one scanned copy of the dated offer signed by an official fully authorized to bind the offeror.
