- This notice is a new repost to the notice W91236-18-B-DISMAL to update the solicitation number W91236-18-B-0026. SUBJECT: Pre-solicitation, AIWW Dismal Swamp Canal Upland Placement Repair and Dredging A.Solicitation Schedule: Pre-solicitation Notice: 11 June 2018 Anticipated Solicitation Notice: 03 July 2018 Anticipated Bid Opening Date: 04 August 2018 B. Project Description The project consists of providing all labor and materials to raise the perimeter dikes of the Dismal Swamp Canal Dredged Material Disposal Area (DSCDMDA), install a 10 inch diameter High Density Polyethylene pipe (HDPE), demolish, remove and replace the existing spillbox, and dredge a portion of the Dismal Swamp Canal and the Feeder Ditch by method of hydraulic cutter head dredging. The perimeter dike raising of the DSCDMDA area will be elevated to the height indicated on the drawings. The contractor will install 500 linear feet of HDPE pipe with cover as indicated on the drawings for the purpose of discharging dredge material into the DSCDMDA. The contractor will demolish the existing spillbox, remove and dispose of debris, and construct a new spillbox in its place with a government furnished design as specified on the drawings. The work will also consist of maintenance dredging in a portion of the Dismal Swamp Canal as indicated on the drawings, and Feeder Ditch in Chesapeake, Virginia to a depth of -9 feet Mean Lower Low Water (MLLW) with an allowable over-depth of 1 foot at each location. The Dismal Swamp Canal will be dredged 1,800 feet in each direction north and south starting from where the Feeder Ditch intersect with the Canal. The Feeder Ditch will be dredged 1000 feet starting from the intersection of the Canal westward at the same -9 feet depth with 1 foot of allowable over-depth. The dredging method required for this project is hydraulic cutter head dredging and the dredge material will be transported by pipeline to the government upland disposal area adjacent to the Feeder Ditch. The total estimated amount to be dredged along with an estimated accretion is 30,000 cubic yards. The Contractor shall perform the earthwork portion of the contract during the months of December 2 through February 28. There are no dredging restrictions for this project so the contractor is expected to plan their work accordingly. C. Construction Time For the contract bid items, begin performance within 15 calendar days for each the Earthwork and Dredging upon receipt of Notice to Proceed (NTP). The Contractor will be given 60 calendar days to complete all Earthwork and 45 calendar days to complete all Dredging work. The US Fish and Wildlife Service has issued a time restriction through the Refuge blocks at the Dismal Swamp Canal (DSC) Upland Placement Site due to an endangered species in the area. The Red Cockaded Woodpecker is the endangered species and the Contractor shall ensure to not disturb its natural habitat. The Contractor shall not perform the Earthwork portion of the project until December 2, 2018 through February 28, 2019 due to the endangered species restrictions and upon receipt of a NTP. Road access through the Refuge blocks to the DSC Upland confined placement site will be limited. There are no dredging restrictions for this project so the contractor is expected to plan their work accordingly. D. The following paragraphs should be inserted at Section 00800, Commencement, Prosecution, and Completion of Work. *Should the total quantity of material to be paid for andactually placed under this contract exceed the quantity from the Bidding Schedule, additional time will be allowed at the rate of one day for each 1,000 cubic yards in excess of the estimated quantity. *In the appropriate Section of your Clauses, please insert thefollowing Contract Clauses. The first Clause listed was created and directed for use by higher authority. By their direction, all current dredging solicitations are to contain the Clause. Also, the other Clauses are provided for your convenience as a reminder they are referenced in our Technical Specifications and need to be included in your Contract Clauses where appropriate. The Contractor shall comply with the provisions of EM 385-1-1. If the Contractor is a currently accepted participant in the Dredging Contractors of America (DCA)/United States Army Corps of Engineers (USACE) Dredging Safety Management Program (DSMP), as determined by the DCA/USACE Joint Committee, and holds a current valid Certificate of Compliance for both the Contractor Program and the Dredge(s) to be used to perform the work under this contract, the Contractor may, in lieu of the submission of an Accident Prevention Plan (APP) (1) Make available for review, upon request, the Contractor's current Safety Management System (SMS) documentation, (2) Submit to the Contracting Officer the current valid Company Certificate of Compliance for it's SMS, (3) Submit the current dredge(s) Certificate of Compliance based on third party audit, and submit for review and acceptance, site-specific addenda to the SMS as specified in the solicitation. D. Administrative Date: 1. In order to be found responsible, the apparent low bidder must provide documentation that shows successful completion of one (1) year project experience for each of the three work criteria listed above. Project experience demonstrating successful completion of the work criteria listed above must have occurred within the past 5 years. 2. Bidders can use one or more projects per work component, above, to demonstrate past experience. Each work component must be addressed. If a subcontractor is used to complete a work component, that subcontractor must demonstrate his past experience in that work component. The Contracting Officer will verify that the submitted projects meet the definitive responsibility criteria as part of the responsibility determination. Bidders are not required to submit additional documentation related to these criteria at the time of bid. The Government will request supporting documentation from the bidder anticipated to receive the award. 3. Should the apparent low bidder fail to submit sufficient documentation in accordance with the pertinent responsibility criteria, in particular the Definitive Responsibility Criteria, the Contracting Officer is authorized to make an affirmative responsibility determination, and the apparent low bidder may be determined ineligible for award. 4. NAICS Code 237990 applies to this procurement. 5. Prospective contractors must be registered in the DOD System for Award Management (SAM) database in order to obtain access to FedBizOps. SAM Registration must also be active and current to be eligible for contract award. 6. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. E. Construction Time: 1. Period of Performance: Dredging (45 Calendar Days) and Earthwork (60 Calendar Days) 2. Liquidated Damages: $885.00 for each day of delay. 3. Bid Acceptance Period: 60 calendar Days 4.
