IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible small business firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. REQUESTING AGENCY: Naval Air Systems Command (NAVAIR) PMA265 F/A-18 PURPOSE: Pursuant to FAR 15.201(e), the Naval Air Systems Command (NAVAIR) at Patuxent, River Maryland intends to procure engine initial logistics support and initial lay-in of spare engine parts via a sole source delivery order under N00019-16-G-0005 to General Electric (CAGE 99207), 1000 Western Ave., Lynn, Massachusetts, for support of Kuwait F414-GE-400 engines. The Government anticipates that General Electric, as the Original Equipment Manufacturer, for the F414 Engine, will be the prime contractor based on its ownership of the OEM technical data necessary to perform the requirements, but the Government will consider other responsible sources if a capabilities statement is submitted as requested below. The Navy does not own the technical documents needed to manufacture these parts and all parts must be supplied in time to meet the Kuwait flight testing and pilot training schedule. A significant amount of non-recurring logistics effort is required to effectively support the Kuwait Air Force (KAF) F414-GE-400 engines installed in KAF F/A-18E/F aircraft while they undergo CONUS flight testing and CONUS pilot training operations in 2019 and 2020, specifically for the following logistics requirements: engine logistics planning; engine repair and maintenance; engine spares and support equipment modeling; engine supply support; risk management; site surveys support; provisioning conferences support; logistics meetings support; packaging, handling, storage, and transportation; procurement and tracking of long lead engine spares; program security; warehousing and management; flight test engine logistics support; continental U.S. pilot training engine logistics support; engine field service representative support; engine logistics documentation; tracking of shipments; and planning for engine logistics support in Kuwait. A significant amount of non-recurring logistics planning effort is also required to logistically support the delivery and operation of KAF F414-GE-400 engines for KAF F/A-18E/F aircraft at one KAF Air Base beginning in calendar year 2021. The Navy does not own the technical documents needed to manufacture these parts and all parts must be supplied from one vendor. Any interested party that feels it can satisfy this requirement must identify in writing its interest, experience and capability to satisfy the requirement no later than 09 July 2018. This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1. REQUIRED CAPABILITES: 1. Possess high level of expertise in engine repair and maintenance, import/export issues, engine maintenance site activation, and cyber security issues. 2. Ability to manufacture like or similar parts (all 1600 parts) as shown in Attachment 1 3. Ability to manufacture Critical Safety Items (CSI) 4. Are authorized sources of supply for the Navy/NAVSUP 5.
