- Solicitation 7000000556 PWS for Train-the-Trainer Salient Characteristics Checklist This is a repost of the Internal Revenue Service (IRS) for the development and delivery of Train-the-Trainer (TTT) for Implicit Bias curriculum for the Office of Equity Diversity and Inclusion. The course will instruct (7) Criminal Investigators (CI) employees, who will then train 3,000+ employees and other IRS organizations. The course will consist of the following: -Train-the-Trainer Course for seven (7) IRS Facilitators (up to 4 days) daily training will be from 8am-4:30pm. -Observation of IRS facilitators-total of four (4) days of observation. -One (1) year license for the Agency to train up to 3,000 IRS staff. -Customization of Course for IRS facilitators -Training Materials (May include but are not limited to Instruction Manuals and Workbooks) The required training is scheduled for July 9-12, 2018 at the Federal Law Enforcement Training Center (FLETC), IRS-Criminal Investigation, National Criminal Investigation Training Academy in Glynco, GA 31524. Please see the attached Performance Work Statement (PWS), the Solicitation 7000000556 and the Salient Characteristics Checklist for further details. Award will be made to the offeror with the lowest price, technically acceptable (LPTA) quote. The Evaluation Criteria of each offer will include: technical understanding (the ability to complete all of the salient characteristics), relevant/past performance, and price. The Offeror shall submit a Technical Proposal no longer than ten (10) pages and shall certify on the Salient Characteristics Checklist if they can perform the tasks and the proposal page number they state they can perform the task. The Proposal shall also consist of three (3) relevant, past performance references within the past three (3) years with the same, size, scope and complexity as required. Past Performance References shall include the following: Client Name Name of Contract Contract Dollar Amount Corporate Address Point of Contact Description of Services Provided Past Performance will be rated as Satisfactory, Unsatisfactory or Neutral for Offerors with no Past Performance. Additionally, the attached Salient Characteristics form must be completed entirely for consideration of award. This is a new requirement. There is no an incumbent for this training. The NAICS code for this requirement is 611710. All proposals are due NLT June 27, 2018 at 3pm EST. There is not a particular format for proposal submission.
