- Inspection Sheet Schedule of Material Handling Equipment Map of Regions BPA Performance Work Statement (PWS) BPA Terms of Agreement 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive. This Sources Sought has two (2) North American Industry Classification Systems (NAICS) proposed. The NAICS Code for Construction Equipment Rental/Lease is 532412 which has a corresponding Size standard of $32.5M. The proposed NAICS Code for Construction Equipment with Operators is 238910 which has a corresponding Size standard of $15M. The Government will use this information to determine the best acquisition strategy for this procurement. The government requests that interested parties respond to this notice if applicable to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. This is a sources sought for a Material Handling Equipment (MHE) Lease Blanket Purchase Agreement (BPA) for items prepared in accordance with FAR 13.303, which can be found at http://farsite.hill.af.mil/vmfara.htm or https://www.acquisition.gov/?q=browsefar. The Regional Contracting Command-Afghanistan (RCC-A) is conducting market research and a sources sought to determine the existence of potential and interested sources for a MHE, Lease BPA. The information in this notice is based on the best and most current information available to date and may be subject to change. This is not binding to the Government. This sources sought is being issued as an invitation to all concerned that are interested in becoming prospective vendors on the BPA for various MHE lease to submit the requested information that is listed in the sources sought below. The Agreements issued will incorporate provisions and clauses that are in effect through the Federal Acquisition Regulation (FAR), and Department of Defense FAR (DFARS). Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring supplies and services on an as-needed basis from qualified sources that are readily available and thus eliminate the need for repetitive costly re-procurements. The Government will not be issuing a formal Request for Proposal (RFP) because this notice will result in the creation of BPAs not a contract. This is not a solicitation, and any requests for a solicitation will not receive a response. The Government will not reimburse participants for any expenses associated with their participation in this sources sought survey. Deliveries shall be FOB Destination to locations throughout the Combined Joint Operations Area (CJOA) Afghanistan with required delivery dates defined at each Call/Order level. All BPA Calls/Orders shall be issued on a firm fixed price basis. The Government's intent is to establish BPAs with several businesses. Individual Calls/Orders shall not exceed the Simplified Acquisition Threshold, current as of the time of the Call/Order. Simplified Acquisition Procedures in accordance with FAR Part 13 will be utilized. The Government reserves the right to add/delete vendors at any time throughout the life of the BPA. For contractors who are mandated to register in System for Award Management (SAM), In compliance with DFARS 252.232-7006, Wide Area Workflow (WAWF) Instructions (MAY 2013), the Government will utilize WAWF (https://wawf.eb.mil/) to electronically process vendor requests for payment. INSTRUCTIONS 1. A document containing a description of MHE lease we may be seeking in the future on a BPA is attached. Please respond to this survey using the provided document. This document must be submitted by email. 2. You are encouraged to provide any documentation to support your company's capability in meeting these requirements. Failure to provide this type of documentation may result in the Government being unable to adequately assess your capabilities to deliver these materials. 3. This survey is for full and open competition. Please provide the companies Cage Code. 4. There are two NAICS Code selected for this potential requirement. The proposed NAICS Code for Construction Equipment Rental/Lease is 532412 which has a corresponding Size standard of $32.5M employees or less and the proposed NAICS Code for Construction Equipment Lease with Operator is 238910 which has a corresponding Size standard of $15M employees or less. If you disagree that the NACIS Code listed above is the proper NAICS Code, please submit that comment to the requiring activity along with what NAICS Code you believe this should be classified under; however, please do not wait for an amendment to this request, as the due date for the market survey will remain at 14 July 2018 at 08:00 am Afghanistan time. This date will not be extended. 5. Questions relative to this market survey should be addressed to the contacts provided below. The schedule of materials to be provided are in the attached document which is entitled -Attachment 2 - Contractor Capability Survey & Schedule of Material Handling Equipment, Lease. Do not leave any areas on the Contractor Capability Survey & Schedule of Material Handling Equipment, Lease blank. Either respond with requested information or indicate not applicable (NA). All submitted responses to the Capability Survey & Schedule of Material Handling Equipment must be submitted in excel format. There are no projected quantities at this time. As previously stated, this is not a solicitation, and any requests for a solicitation will not receive a response.
